Sea of Ghosts N Region

A sea of ghosts clone region with even more extreme conditions, for arctic islands and icebergs and whatnot. Only weather types are blizzard, snow, and fog -- and it's mostly blizzard. Also more wind and some ghostly shrieks and otherworldly groans can be rarely heard. Ice wraiths spawn when sleeping instead of rats.

OW changed sound files

replaces the 01 and 02 region sound effect for Othreleth Woods. The existing sounds are quiet and are barely a second, so are quite jarring and are not worth using up the playtime in the region sound playlist. These two sounds are woodpecker sounds which imo drives the "Woods" part of the region home, and are longer than the pitiful sounds from before (which I contributed so I get to say that). 03 and 04 got volume increases too for being too quiet
