Some issues still
- sleeveholes are solid brown. I’m seeing solid holes in existing robes with shorter sleeves but it seems long ones hollow them out a bit first, is this still a valid convention? - waist-down part is subjected to low-res stretching (and clenching at the butt…) think that’s related to skinned deformation, may be compensated for though the result would probably have the opposite symptoms on people who use body replacers? can’t please everyone...

I don't think so; it's the same sort of robe worn by every Dwarven ghost, so I don't think it really works as a unique item. Dwarven creations supposedly are weathering-proof, so I see no reason why their robes wouldn't last, and in good condition.
Most Dwemer Ruins appear to be more industral complexes, so not necessarily where Dwemer would strew about clothing, and either way there's a lot of clutter you'd expect to have survived that hasn't, just like TR_Data adds a lot of clutter you'd expect to see on Vvardenfell but which isn't.
Rigged the mesh and created a female varient as Atrayonis suggested based on the female specter varient (which has been in review for the last year). A nontransparent version of the texture (in HD and SD) is used for the robe, since the transparency messed up the robe in the inventory view regardless of the mesh settings. I am not particularly happy with the results, but that really has to do with the terrible UVs.
