Claim for a new Imperial Legion questline to be added in ITO. The player must navigate the machniations of corrupt Legion commander Thromil Rufus and his crony, Vycius Pitio, while local Champion Darnell makes efforts to clean up the garrison and recruit the player to his cause.

Q1: Shipment to Nivalis
Vycius Pitio tasks the player with going to Nivalis and delivering the a missive from Thromil Rufus to Tiberia Rone. As you step outside the garrison, Darnell will intercept you, requesting that you show him the note. This decision is of no consequence, but serves to introduce the player to Darnell and the idea of speaking to him about their orders. Vycius and Tiberia will each give the player 50 gold, and Darnell will give the player a copy of "Ash and Blood: Morrowind during the Imperial Simulacrum, Volume II" if they show him the note.

Q2: Exotic Fauna
Vycius tasks the player with locating a lost "agent of the Imperial Legion" who was supposed to deliver the Dustmoth Garrison a shipment of skooma. He says his pack guar has been spotted on an island west of Firewatch, and suggest you go there. Darnell, if asked about this, will insinuate (correctly) that the "agent" is actually just a smuggler that Vycius is colluding with to smuggle skooma, and requests that the player bring him any skooma they find on him. When the player goes to the island, they will find the dead guar outside the door of an ancestral tomb. Searching the tomb yields the agent's corpse -- having consumed two skooma bottles (indicated by the "empty vial" item) and left two for the player to find. The player may bring the skooma to Vycius for 400 gold or Darnell for 100. While this choice has no bearing on your relationship with Darnell, siding with Vycius here will contribute towards obtaining a unique magic item later down the line.

Q3: Naval Negotiations
Vycius tasks the player with speaking with Alius Flagius, and aquiring the contraband store aboard the vessel on which he is an Oarsman, the Saber of the Straits. Flagius normally recieves 1000 gold for handing over the contraband, but Vycius gives the player only 500 gold and encourages them to negotiate. The player may either pay 1000 gold, threaten with violence Flagius into taking 500 (checks level for success), threaten to report Flagius to the captain of the ship (checks speechcraft for success), or simply haggle (checks mercantile for success). The player may also murder Flagius and take the key, or report him to the captain and get him expelled from the navy. Darnell encourages the player to take this last option, and gives him a long blade skill book if they do. Vycius will give the player 400 gold if they aquire the skooma and moon sugar, regardless of what means they used. Siding with either Vycius or Darnell in this quest will contribute to recieving unique magic items from them later down the line.

Q4: Taxing the Poor
Vycius tasks the player with collecting fines from three residents of Firewatch: Jinar Kammu in the Silver Serpent, Kul-Tei in his home in Firewatch, and Folstar the Whaletooth in his home in Firewatch. Jinar Kammu will resist arrest invariably, and he and his friend Ankhul Theradin will attack the player if they attempt to collect his fines. Jinar has 200 gold on his person. Krul-Tei does not have the gold, but attempts to pay hackle-lo. The player may accept the hackle-lo, jail him and confiscate the hackle-lo, kill him, or simply leave him alone. Folstar the Whaletooth also does not have the gold, but can be strong-armed into surrendering his Snow Bear boots. The player may also jail him or kill him (thereby allowing them to raid his house for all its valuables), or simply leave him alone. Darnell encourages the player not to collect any of these fines, and pay Vycius out of pocket to spare these people from having to die or go to prison. If the player does not collect any fines, Darnell rewards them with a long blade skill book. Again, what choice you make in this quest has some bearing on rewards you will recieve in later quests.

Q5: A Sweet Deal
Vycius tasks the player with confiscating 20 units of moon sugar from two smugglers in Helnim, and delivering the moon sugar to another "agent of the Legion" in Firewatch for 1000 gold. The smugglers will want to simply attack the player, but can be haggled (mercantile), threatened (level), or persuaded (speechcraft) into surrendering the moon sugar peacefully. The player may at this point go to Vycius and tell him the smugglers had no moon sugar, something Darnell encourages the player to do, or sell the moon sugar to the dealer as requested and give Vycius his cut. The player may also sell the moon sugar to the dealer as directed, and then lie to Vycius about the smugglers' supply. If the player lies to Vycius, and then reports to Darnell while carrying 20 units of moon sugar (ostensibly the sugar taken from the smugglers, but any sugar will fool Darnell, enabling the player to sell 20 units to the dealer if they are so inclined), Darnell will thank them and give them a speechcraft skill book. If the player sides with Vycius in this quest, along with "Taxing the Poor" and "Naval Negotiations", he will give them a unique enchanted dwemer longspear. Siding with Darnell here also later contributes to a unique reward from him.

Q6: The Templar's Trifles
This is the beginning of Thromil Rufus' quests, which are limited to players ranked Knight Errant or higher. Thromil tasks the player with persuading Arlo Ajaxus at Nivalis to follow his orders and act as his subordinate (as of the start of the game, Arlo is largely running wild). Arlo will be skeptical of this, insinuating that Thromil is "a crook", but be willing to go along with this if the player helps him clear out the ruin of Ulanababia. He will go there and clear out the ruin with the player -- and when this is done, he will be satisfied, and agree to be Thromil's subordinate. Darnell has no strong feelings about this move from Thromil, and remarks that Thromil will ikely be unable to control Arlo. After the quest is done, Arlo will move to Firewatch. Thromil will give the player 750 gold as a reward.

Q7: Death or Dishonor 
Thromil tasks the player with dueling a knight of the Order of Firewatch in his place, who has challenged him to a duel. The player may duel and kill the knight or persuade her to stand down, either by stating they are too weak to fight her (checks for low level), stating they are far more powerful than her (checks for high level), or persuading her that the duel is pointless (checks for speechcraft). If the player kills the knight, Thromil will pay them, as well as giving them an enchanted ebony polearm if they resolved "A Sweet Deal" and "Naval Negotiations" in Vycius's favor. If the player spares the knight (as Darnell will encourage them to), the Knight will give them an Imperial Ebony Shield after the player reports to Thromil. (Darnell will direct the player to speak with her after reporting to Thromil.)

Q8: Traitor at Baelkashpitu
Thromil tasks the player with venturing to the ruin of Baelkashpitu and killing Murzush gro-Shak, a former Dustmoth legionnaire who was exposed as a Bal cultist and fled to the ruin, stating that he knows too much about the Dustmoth Legion's operations to be left alive. A fairly direct "go to place, kill person" quest, in the same vein as "Honthjolf is a Traitor" from vanilla. If the player speaks with Darnell, he will approve of this move, stating that the cultists at Baelkashpitu are a public menace, and even give the player some Warrior's Blessing scrolls if you completed "A Sweet Deal", "Naval Negotiations", and "Taxing the Poor" in his favor. After killing Murzush, Thromil will pay you 500 gold, and from this point onward can be spoken to by the player to clear any bounties on their head for 1000 gold.

Q9: Confrontation at Pahunsabi
Thromil will now task the player with going to Pahunsabi and killing Darnell before he can clear out the cave of smugglers and obtain documents incriminating the Dusters of cooperating with the smugglers. When the player arrives, they may either kill Darnell or help him clear out the cave. The leader of the smugglers is carrying the incriminating note. If the player gives the note to Darnell, he will return to Firewatch and, by the player's arrival, have gotten Vycius Pitio arrested and jailed. If the player has resolved the quests "Naval Negotiations", "A Sweet Deal", and "Taxing the Poor" in Darnell's favor, he will give them a unique enchanted ebony katana. If the player kills Darnell, Thromil will give them 5000 gold, or just 3000 gold if the leader of the smugglers is dead. Thromil will also give the player a large reputation boost in the Legion (20 points) which is reduced to 15 if the leader is dead. Giving the note to Thromil after reporting Darnell's death will prompt him to pay the player an extra 1000 gold. The player may also take the note to the head of the Order of Firewatch, which gives the player a reputation boost and results in Vycius' jailing. The player may also do this prior to reporting to Thromil about Darnell's death. Thromil will refuse to speak with the player if they do this, or if they side with Darnell.

If you use common topics, look for placeholder dialog entries containing "BEGIN TR QUESTS PLUGIN" and "END TR QUESTS PLUGIN" and place new dialogue between them - this will avoid later trouble. You'll find the placeholders above vanilla dialogue for greetings, and at the top for topics ("latest rumors" etc).

Quest 2 is functionally complete. Dialogue and journal needs some edits. The dead guar and the drugs are hastily placed in the harbor (will be moved after the redo anyway). Also slightly edited the guar script in quest 1 to avoid getting repeated forcegreets on cellchange when leaving the guar at the tanner or inn.

Touched up the dialogue on the third quest, as well as editing some journal entries that refer to Bonius Flagius as "Borius". 

Additionally, the aspect of the third quest in which both you and Bonius go to arrest the two dunmer in the Queen's Cutlass has been phased out entirely. I felt that this quest would be a good place to let the player know what's going on with the Firewatch garrison, and it would make little sense for that to happen with Bonius standing over the player's shoulder.

May edit the finale of the questline slightly. Maybe I'll do a proper writeup.

Moved the third quest to the Silver Serpent, away from the Queen's Cutlass. Also edited the dialogue somewhat to give the two dunmer a less complete understanding of the Firewatch Legion's corruption.

Changed Darnell's rank and equipment, and incorporated him into the questline. He currently has dialogue relating to all of the quests, urging the player against going along with the rest of the garrison's corruption, a-la Percius Mercius. 

Added a new garrison leader, Thromil Rufus, who is the root of the garrison's corruption.

Added a new quest, in which Thromil sends the player to a dangerous daedric ruin in order to get them killed. Darnell will offer to assist in clearing out the ruin. 

Currently planning to add a filler fetchquest sending the player to Nivalis for a delivery between quest one and quest two to improve pacing.

Added a small fetchquest to Nivalis to improve pacing, gave Darnell dialogue for "correct" decisions in the first few quests, and implemented the finale quest. Questline is theoretically complete and playable, but I am planning to add another quest after Watch-of-Fire to deliver skooma to the Dusters' clients and a quest prior to extort the city's poor for more frivolous fines. These will establish the corruption of the garrison more effectively, which is needed because the corruption is not shown to the player very well in the current build of the questline.

If not, or if the player refuses his help, he will simply give his directions and leave the building. After the player clears out Baelkashpitu, if Darnell is helping them, he will begin making his way to Pahunsabi once it is finished. Regardless of whether Darnell helped or not, Thromil will be impressed by the player's success and give them 500 gold.

Fixed some edge case issues

Fixed some edge case issues in my "final" build, as well as making some minor edits to previous quests. This file should be actually ready for review. Edited the writeup in my previous comment accordingly.

Merge Notes:
A large piece of rubble near the entrance area of “Baelkashpitu, Shrine” makes guiding Darnell towards the later sections of the dungeon nearly impossible. I recommend that this piece of rubble be deleted upon merge.

The door to the contraband closet in “Firewatch, TEM Saber of the Straits” is duplicated. Delete the door not added by this file on merge.

The door to Thromil’s office should be openable via a key given to the player by Vycius Pitio, but it is not. Merger should make the door openable via this key. (When I do it myself, it works, albeit by doubling the door, but cleaning the file erases the second door, and so I am including this as a merge note.)

Similar to the above applies to the trapdoor in Aarlen Lleranoth: Pawnbroken, and the door leading to this trapdoor, which should be openable via a key provided by Aarlen when he has sufficiently high disposition.

Edited the file to be compatible with the merged ITO. Also, there is no more need to account for the keys to the door to the pawnbroker's basement, Thromil's office, or the contraband office, as keys have been added in mainland that were incorporated into the questline in this new file.

Additionally, the book Darnell gives you has been changed to "Ash and Blood: Volume II", as it is more directly relevant to the events of the questline, and Vycius Pitio's head has been changed to make him appear to be older.

Did some touchups and changes

Did some touchups and changes reflected in the claim page. One note is that The Templar's Trifles needs the ruin of Ulanababia https://www.tamriel-rebuilt.org/claims/ito-ulanababia. It currently is playable and targets a cultist in the exterior, but when the ruin is merged this should be changed such that the cultist is indoors and has some friends. The cultist's script currently increments a global value upward to track for his death, and so additional cultists can easily be accounted for in implementation -- just make the required value of the global higher.

Playtested half of the

Playtested half of the questline so far (5 quests that you receive from the first questgiver). I'll have to level up my rank to continue :P It's a very rich and memorable adventure that gives great opportunity to roleplay. I play on OpenMW, Redguard level 5, fighter, the Darnell path:

Quest 1 - Works great. The dialogue looks very straight to the point which is realistic. An observation: Darnell meets you on your way out from the questgiver. But since Vycius mentioned where Darnell (the champion) usually is, I went a different route, trying to find him myself in his Eastern Watchtower. I didn't find the watchtower at this time xP (I hope the city guide map would help with that) and stumbled upon Darnell accidentally near the questgivers place. I think Vycius shouldn't say where Darnell's place is. Instead, let Darnell explain it to the player when he forcegreets them. And also say to them that the Eastern Watchtower is on the opposite side of the city.

Quest 2 - Works great.

Quest 3 - Works great.

Quest 4 - Works good. I really loved this quest. Especially because you have the Theurgist path, and also different ways to interact with the people pressed for fines. One thing I noticed is that you don't get directions to Folstar's house, unlike the other two. A minor typo in the journal: pleased that had -> pleased that I had.

Quest 5 - Visiting Helnim is great. This quest I couldn't finish: A) You can tell Vycius that you have killed the criminals in the same dialogue window you receive the quest, which makes you skip it. B) A topic from the previous quest, collect fines, still functions and prompts a wrong response. C) When I get to the criminals, I can't make them cooperate despite maximum disposition check (maybe it's intentional which is fine). But when I kill them, the quest stops working: no journal updates, no reactions from Darnell or Vycius. I can speak to the Khajiit diller, though, and fight her, which works fine. I suppose, the moon sugar wasn't in the basement (there's only one portion).

All said, I think this questline is a great example of a good quest design, when it was written to show the world created.

Update: I'm terribly sorry because I've made a rookie mistake of putting the quest esp above Roryns Bluff 272 esp. After swapping them places, I managed to get a journal update upon killing the Orc. This led to a dialogue with Rojanna that prompted two player choices, but both of them have you in the loop. Kathellomar has no dialogue that would finish the quest either (if you kill the orc or not). Also, it might be that I have downloaded a wrong file, according to Mort's comment (TR_IL_Firewatch_Finale.esp, 182.72 KB). In that case, most of this report is probably useless, sorry >.<

Got way too much on my plate atm. Dropping the review. if someone picks it up, there needs to be edits for the dialogue to guide the player to places better. Lack of direction is the biggest criticism I have as of the final esp upload. Everything else appears to be fine.

I have one merge note: there are some objects in Thromil's office, including an Imperial Ebony Bracer, which have no ownership, partially because Thromil does not exist in mainland.
