The second is an old forum quest for Windmoth that hasn't gotten a formal review and claim put together yet.
I like the idea of running your own fort. Between that and the one near Teyn I think either one would make a good one to become captain of. From there there's a huge number of neat things you could do (spies, invasions, sieges, fort-built-on-dunmer-burial-ground, etc). Everyone likes a good stronghold.
For the quest involving legions getting confused, the way I would interpret it is: -Legion diplomats have orders to be sent to different factions, so they need YOU as a master expert of cartography to figure everything out once and for all. -You have to read the in-game books and maps to figure out which towns are controlled by which faction. Sometimes you might even have to visit the area if it's too obscure to be referenced. -This could be setup as you're briefing them before they're sent out, as you are their superior officer. -Example 1: "I'm being sent to Hla Oad, was that Indoril or Hlaalu?" -Example 2: "When I visit Roa Dyr, what's the name of the manor lord there?" -Example 3: "Should I bring my winter coat or my legion skirt when I visit the Dres?"
This one was implemented into the OE questlines, so is an idea that can be "crossed off" the brainstorm list in this asset, though IMO, you almost can't have too many of the hilarious culture clashes between old Dunmer laws and Imperial Legion bureaucracy.
Closing, as almost all ideas have been implemented and the remaining one is generic enough for us to come up with it when the time comes for Sacred Lands redo.
