I saw this Hlaalu Large Tower Resource and I think it would be perfect for Andothren, the city really deserves some unique building to distinguish itself a bit from Balmora and other Hlaalu cities.

Here’s a quick mock-up of how it could look like with the tower:

I don’t really think Andothren is the best city for such an imposing landmark. I see Andothren very much as a ‘street-level’ city; it is large and wealthy, but not especially prestigious. It is a city of low-level politics and merchants; it is a very important cog in the Hlaalu Council Company’s structure, but not a very visible one. I do think it could use some more general polish and shine; it needs some more manors, which should look impressive, some more attention could be paid to its harbour and temple, and then you have the nearby Dwemer ruin; but in the end I do think it should maintain a certain level of anonymity. It is the paragon of the typical Hlaalu town, rather than being its own beast like Narsis.

I wouldn't mind if there weren't any new changes made to the Andothren exterior.

I suppose a few buildings near the Council building could have their interiors reworked into manors, if more manors is what the town needs.

I think the waterfalls, the huge banner of Almalexia, and the city's terraced design make Andothren already pretty unique.

Looks a little out of place with the big banner. Hlaalu aren’t the most religious or extravagant. It might work without the banner, but overall I’m with Gnomey on this one. From what I’ve read of the planning documents, Androthen tends more towards seedy and the Camonna Tong element of the Hlaalu, and I don’t imagine them building much beyond what is purely functional. Narsis might see some greater towers and big manors.
