New interior claim?! All over it! I'd like to make this a pretty standard Imperial Fighter's Guildy appearance. Weapons n such, an underground armory/training room perhapse. Since this is the Provincial HQ it will likely have a fairly nice office type room for whoever is in charge. Will get to work right away if granted.

Back when I was designing this as part of OE castle, I thought up some NPCs. This wasn't slated to be the HQ so I didn't have an idea for the faction head, but here are my ideas for the lower tier quest giver and an assistant. I know you aren't making NPCs, but personality can be reflected in their rooms.
* Fighters Guild Local Boss:
A big dumb brute. Every quest given by him/her should be geared toward a kill ‘em all mindset, however a peaceful path should be available in as many cases as reasonable. (although some should be less obvious than others i.e. requires use of calm humanoid) Will openly mock you for non-violence and half your gold reward. Final quest with this person should be them getting bored and saying “Hey lets fight!” (Player’s only response is a forcegoodbye “wait, what?”) In OE castle I hid a half dozen weapons in the dude's room, hanging under tables, under books, under his pillow, behind dressers, etc.
* Fighter’s Guild second in command:
Can sometimes clue you into the non-violent path. Takes over after above is dead (for what its worth, no more quests here anyway) Exasperated with the idiotic Local Boss. Female. There was nothing in particular that I did to specialize her room.

Alright, here's the WIP! Guess 8 hours turned out to be a slight exaggeration... Sorry bud.
In the cell you will find two interior's. One was the original interior idea I had with a symmetrical stair plan, the plan looked pretty cool but just took up too much space in the limited area the exterior offered. The detailed interior with the northmarker set near the door is the one I decided to go with. The symmetrical stair plan interior serves no purpose, and will be deleted, disregard it.
Floor Plan:
The main floor serves as the mess hall, and dining area of the guild.
Going downstairs to the basement - The training area and practice room. Pretty self explanatory, and I have a quest idea for this I will explain later.
Going up to the 2nd floor - Hallway area and study. The study includes a desk near the window, and a bookshelf with combat/FG/Imperial related books. Near the study area is a door which leads to a quarters for a higher ranking member of the guild, possibly the 2nd-in-command character that TF mentioned above.
3rd Floor - Although the shell is not complete (I'm still trying to plan the best way to incorporate the tower present in the exterior), I plan to have it separated into two halves. The tower half (west side) will be the quarters of the guild boss. (I plan to make this the "dumb brute" character TF mentioned) His room will be a bit untidy, with weapons hidden, books on the floor etc. I also want to place a combat training dummy in the room with a bunch of weapons sticking in him. The guild master apparently has a lot of anger issues he likes to take out in his room...
As for the east side, it will be a similarly shaped room,
The East side of the 3rd floor is still up in the air... I may make it just another high end quarters, or something else. Not sure yet... It will probably belong to the 2nd in command character which TF has mentioned, which will re-assign the 2nd floor quarters to someone else.
Also, the file has not yet been cleaned, and has many objects floating around the interior. These are objects I like, and am trying to find a proper home for. Disregard them.
Quest idea: My thoughts were to have a master-trainer in the basement area of the FG. A small quest-line exclusive to FG members. The master would give a small series of short quests, meant to simulate training and provide interaction with the training room. One quest would send the player upstairs to the study room, to read a skillbook and come back and recite the correct passage to the master. The final quest would involve the player dueling the master in the practice area. Each quest would be rewarded with a skill increase, to simulate being trained by the master.

Feel free to make the interior a bit grander. See the Narsis FG http://tamriel-rebuilt.org/forum/viewtopic.php?p=275958 and the Almalexia FG http://tamriel-rebuilt.org/forum/viewtopic.php?p=295683 for reference. Both of those are quite a bit bigger than their exterior without looking stupid.

Here's an updated WIP file.
The INT has been expanded, and already feels much better inside. The layout and floor plan are basically the same. I tried to keep it as loyal to the ext as possible
The first floor is the mess hall.
The basement is a training pit/armory
On the 2nd floor is the now-expanded study area. I'd like to bury one or two skill books throughout the library area as a reward for players who actually browse through the books. (Also, I have a quest idea involving one such book and the guild trainer I mentioned earlier)
Also on the 2nd floor is a small living quarters. I had this in mind as a possible room the player could be rewarded with after achieving a certain rank or completing a specific quest?
Up to the 3rd floor, this is where the guild boss' quarters are located. Although the shell is not complete for the 3rd floor, it's going to belong to the 'dumb brute' boss TF had in mind. All I know so far is that he has a training dummy in his room he likes to beat the crap out of.
Also on the third floor, across the hall will be another room equal in size to the Boss' quarters. I'm not 100% sure what this will be, probably the guild 2nd in command.
Take a look at the new file and tell me your thoughts!

Alright folks, here's another WIP update. The new shell is looking much better already! The old INT is still sitting in the cell, just for me to rip parts off of and use as a reference.
So far, this is only the main, and 2nd floors, but you can see where I'm going with this. I've added an overlooking balcony onto the main floor to really help add to the grand look of this place.
Also, my basic plans for each floor are going to remain basically the same.
Feel free to offer any suggestions!

Update! Everything is proceeding according to plan. This is still the main and 2nd floor only. The 2nd floor has evolved into a study/lounge/library overlooking the mess hall.
There will be 6 book shelves throughout the floor, all packed fairly tightly with FG-relevant books. Instead of Bethesda's technique of duplicating a single book many times on a shelf, I want to try and mix them up and provide a more realistic variety. Obviously there will still be duplicates, filling up that many shelves n such.
I also so far have placed 3 skill books throughout the floor, I don't feel this is overkill based on how many books/shelves the player will have to search through to find them. Also, it's the Provincial HQ.
Let me know what ya think.

I'm perfectly OK with this brutish character but he should not be the Guild Master. Make him a drillmaster in the basement somewhere. He can give you the earlier quests. The Master who lives in the northwestern upper floor should probably be your respectable guild leader type. On the outside, anyway. I don't have plans for him yet. Anyway, his room should be somewhat tidy, at the very least. Maybe display some trophies of victories past.
The other side of the third floor can have the quarters for the 2nd-in-command and maybe a meeting room, or something along those lines. I don't think the entire half of the floor should be dedicated to that one NPC.
Feel free to include an area for a weapon vendor / repairguy in the basement, too, along with the guild vaults, a practice area and dormitories for members. Or put the dormitories in the second half of the third floor.
You might have to get creative with separate roof tiles and rotation for that tower part, yeah. Kinda sucks.

And if anyone takes a look at my most recent WIP, let me know if you have any issues seeing the crossbow on top of the guildmasters dresser. On the west end of the 3rd floor (tower side), I placed a TR_ custom crossbow which seems to occasionally vanish for no reason at all... Just sitting on top of the dresser underneath the boar head...

Update: First of all, sorry for my absence. I am still working on this. The east side of the third floor is now "pointy". However, this really causes problems for the guild boss' quarters (tower side) with the roof, being connected to the tower. I decided to leave his room the way it was. The way I see it, his roof could still be pointy but separated by an attic type ceiling, and no average player will notice this anyways.
As it stands the main thing holding this back is the basement, which really doesn't seem 'grand' enough for me yet. I'm thinking of taking it apart, and building the floor and walls separately to give it a higher ceiling. Take a look and let me know what you think.
Also, the weapon racks I put in the basement are "Uni_". I know this is usually a big deal, but since these are static non-activator items there is no real way for a player to find out. If this is a big deal I can replace them.

Nice work so far!
Yeah, these uni_ weapon racks appear several times in Vvardenfell. Generally, if you see something used several times in different vanilla cells, you can be sure it's not a unique item, whatever its name.
I don't really understand what's bad about the basement: its height seems OK for me, and as far as object placement is concerned: sure, it might have some more objects by its walls, but the central training area should be barren by its very purpose.
(Here's an idea: several cupboards/crates/chests of iron arrows, bolts, colovian fur helms and journeyman's hammers, ready to be shipped to local guildhouses to be put in the equipment chests. The mages guild might be producing the potions. Also, you might want to add more pillars, as big rooms like this don't tend to be very stable, and this basement is supposed to support a large building. Probably you can't put a pillar in the middle of the training area, but you can add one between the dummies, e. g..)
BTW you forgot to put an equipment chest.
misc_potion_cheap_01 should not be used (it has no icon and no name).
"sc_paper plain" floats.
TR_FGnote is kinda useless; it is not reflected in gameplay.

You should probably consider splitting the cell in two though, the number of references is getting quite high and we usually aim to keep that below 1000. You're also missing a Fighters' Guild Equipment Chest.

I really liked that interior, but watch out for errors with "in_c_rich_room_side" (one is between stairs on the main floor) and other parts of that set. And don't forget to rotate swords and stuff so sit properly on the ground.

Thanks! Yeah I was worried about the high reference number especially when I saw all of the vanilla interiors hovering in the low 100's... When I get home tonight I'll see if I can either get the number to a more reasonable level, or else split the interior into two. On the bright side of splitting the int, it will give me a chance to work some more on the basement, possibly work in that vault door I had laying around for awhile.
If I do end up splitting this, what should I name the new basement cell?

Alrighty, the basement has been split into its own interior. This has turned out much better than I expected, with the basement now having its own lighting settings. This also fixed a minor miniMap issue. When I get back tonight I will put the finishing touches on this. I plan tO make the dormitory a bit messier, fitting for the living quarters of a bunch of people who hit things for a living

That was fun! Does this remind anyone else of playing with lego as a kid? Only alot more people get to see what you built, and you don't run out of bricks, also little brothers don't come in and smash what you built.
