Hi!
Which city is the hardest to create in morrowind
by tamriel rebuilt?

That is a fairly vague question, so let me address it from a few different perspectives.
The most difficult city for us as far as conceptualization was probably Necrom. Finding the right balance of everything took several years.
The most difficult to physically create in the Construction Set was probably Baan Malur, based on the number of iterations we've had, and the complexity of the design.

I'd have thought Necrom was the hardest in the end. I mean there was a whole new tileset made for it.

Something really small, like Seitur or Ashamul. It's not that effort is not put into those sorts of places, but the amount needed overall is a lot less.
