Hey, I was wondering if there were any smugglers' caves on the mainland with the idea to make it look like they were breaking quarantine and smuggling to the island-side smugglers. I would guess there are, but I don't remember seeing any in the regions released so far and I don't have it loaded on this computer at the moment. (I suppose I should just search on the forums first, but no; no I'm too tired for that at the moment ).
Just wondering, because I have some modding ideas for when the later regions are released.
Edit: Just searched, for the hell of it, and found conversation leading me to believe that there will of course be smugglers on the mainland. So I suppose my main question is redacted. However, for the second part of my question, are these smugglers supposed to seem as if they are quarantine runners (i.e. goods shipped to Vvardenfell) or are they just supposed to be drug and slave smugglers primarily geared for mainland operations and distribution?

I believe the thought of quarantine is dying among us little by little. Don't count on its existence in the future.

Apart from that, the whole idea of quarantine is actually incorrect fan speculation. All we know about Vvardenfell is that it was strictly controlled by the Temple for a long time, so that Imperial charter towns only started popping up recently. The word 'quarantine' is in fact, not used anywhere in Morrowind, Tribunal or Bloodmoon (in dialogue or elsewhere). It only occurs twice on the Imperial Library and both of those instances are from Battlespire.

So, basically, any mention of a quarantine will be removed from the TR dialogue as well then?

We don't touch Bethesda's work for compatibility and for the purposes of trying to create a seamless experience (which is kind of similar to compatibility). To go along with the paradigm shift in philosophy, it is likely there will be in-mod transportation at some location or locations (and yes, this would mean we would have to add such travel options to specific ferrymen on Vvardenfell).
Having separate factions, however, remains logical. They are geographically (and somewhat ideologically) separated, and there's often little travel to or from the mainland without a good reason, so the Vvardenfell factions will remain the younger siblings of their older, more-established mainland counterparts.

Ah I see, good reasons. For some reason I thought that there was a definite lore source for a quarantine. And it definitely makes the ease with which you can travel between the mainland and Vvardenfell much more palatable.
