I'd like to test my skills as a interior builder. But I have some questions:
a) Will I add new NPCs to these interiors?
b) Are those people rich or very rich (what kind of furns they have)?
c) Do they have guards in their houses (if yes ordinators or high ordinators)?

Here is SOME of the answers to your questions, and welcome to Tamriel Rebuilt!
1. No, NPC's will be done later.
2. I am honestly not sure, given that they live in tiny places in the manor district, I would think they are the poorest of the rich. I would suggest using the "de_r" furniture set, but hopefully someone who knows will come and say what exactly is needed.

Map 3 is a complicated situation in that it was originally made using an older version of OoT. Therefore, you need to download the Old_OoT file. Once you're done with Map 3, if you start working on, say, a Map 4 interior, you have to download the other OoT and EoT again. I know it's time consuming, but it'll really save a lot of time in the long run.

First off, wait until it is fuilly granted by hermit or some other moderator before starting. I see you've already done that. Good. And as for the files, Ask Stalker or Vernon, they're good with OoT.
I think the old esm in the old tar.gz canh be replaced with the new esm, as the newer esm has both old and new. Only use old in m2-3 ints only.

What two esms ? You mean two OoTs ? It was already explained before. Map 3 was created with old OoT thus modders should use OoT_Old. The name of the ESMs is the same because of some technical things I don't want to explain. Just use the right ESM (from OoT_Old package) when creating Map 3 interior and everything will be OK.

Would it be safe to assume this home doesn't go all the way to the tower base?
EDIT: Shell completed assuming it shouldn't go all the way down to the base. That would make for a pretty weird home.
Also what sort of furniture would this person have? RM, R? P seems unlikely given the neighbourhood and profession.
