I think I need a more specific detailed list of things you will add to this interior.

In late answer to that question; no. because i wanted it too, and i come before you mwahahaResadyn wrote:Dang Gez beat me to it. Oh well, if you dont want it, I do.
If he doesnt claim in one week, can I have this?
Why don't you load up the map in the CS and have a look for yourself, it's relatively easy to find. I went to look at Karthor dale about 20 times because i had so many claims thereGez wrote:Is the square tower part of the temple?
No NPCs, no scripts, no creatures. Read ID rules in Interiors: Claimed (the pinned thread). If you have any questions - please ask.
Granted, happy modding.

Making this temple fit the exterior was a challenge. It has two towers partially overlapping the dome! None of the existing pieces of architecture were built with that idea in mind. Most of the design decisions comes from accomodating these big honking towers.
First, the dome room. You can't just have big clay/stucco/whatever the dunmer use sitting on top of a clay dome that's supported only by glass and steel. Necessarily, these structures had to prolongate themselves in the dome room. Toying around with the vivec and velothi pieces, I finally found something that seemed satisfying. But I had to use a blacksquare to hide the elements of the "inner tower" that would look weird on the map.
Second, the fresco up in the air. That we had a tower above the entrance was great, but Morrowind's stairways doesn't like much tall towers. And putting a ladder just in front of the entrance would have lacked of elegance. Something else had to be done with that tower. Of course I could have just forgotten its existence and assumed it wasn't empty, but where would have been the fun in that? So instead, I used pit pieces and placed large tapestries descending from it. Then I put a fresco on the ceiling. It's not as artsy as the Cixtin Chappel's famous ceiling, but it's still nice and original. Upon entering, the faithful (or heathen for that matter) will see light pouring down from the pit above him, catching his gaze -- and looking up, he sees the holy ALMSIVI looking down from the heighth. It seemed nice to me.
Then, the lower room. All temples have a basement. Not wanting to have elements below the blacksquare, I thought that this temple would extend under the mountain, where there is ample room, and the added bonus of not having to support the fundations of the tower. As the dome room was severely "ensmalled" by architectural requirements, which also damaged its glorious and perfect symetry, I decided the basement would compensate and be, in this temple, where most religious ceremonies would be conducted.
In the center sits a shrine to the Tribunal, each of its face "looking" at a large ashpit where the revered ancestors remains. Two tall pillars make another triangle with the large platform where the priest preaches, inspired by the glorious Tribunal standing in front of him, on the other side of the room. Same reason for the three ALMSIVI tapestries adorning the platform. A lecturn stands there, for use during the ceremonies.
The gathered faithful will stand below and listen, though VIP may look at the ceremony from the mezzanine. East of the ceremonial room is a smaller shrine, with two small ashpits, dedicated to Saint Nerevar and Saint Veloth. On the west lies the temple's services: a resident alchemist, and a bedroom for guests and pilgrims. To shelter these places from the agitation that may take place in the ceremonial room, neither entrance directly face the mezzanine. The alchemist even benefits from a small antichamber.
Notes on interior decoration:
1. The flora. The dome room benefits from a small gardeny stuff with flowers in it. To know which flowers were OK in the region, I only used flora that could be found in more than one sample in the exterior cells of Karthor Dale. Some of them are from Mournhold -- if this is a no-no in the region, then they should be removed from Karthor Dale too.
2. TR_m4_Dome_sunlight. This light is supposed to reflect the fact the glass windows in the dome make it a lighter piece during day hours than at nighttime. It is thus intended to be attached to a script that will make it vanish during nighttime.
The tower part was the really difficult part. There are no meshes for such a building, and Morrowind's existing architecture sets just hate tall towers.
The tower is slightly wider inside than outside, but within the limits of Bethesda's usual interior size increase -- in fact, less bigger than most -- if saying such a thing makes sense.
Tower basement contains living quarters for temple personnel -- including beds.
Above is the temple's library which is divided in three parts. On the bottom is the public access library, with generic Tribunal Temple books. On a higher balcony are kept a couple of valuable donations made by pilgrims. On the highest balcony lie the restricted part of the library, containing non-religious or even blasphemous books. They're there to help the Temple priests discern heretical thoughts in the discourses of people. A "know your enemy" and "know their sayings to identify them quickly" kind of thing.
Finally, you have the local temple leader's private quarters, with his (or her) office and his (or her) bedroom.
Temple services would include an alchemist in the Temple, and an enchanter (or at least a scroll merchants) in the Temple Tower. Several urns of scrolls are spread out in the tower and should belong to said enchanter. Scrolls are made by the local temple leader, though they can be sold by another NPC.
