I'd like to claim this and make it very much ceremonial, containing lots of shiny things (I thought of using the museum displays and put various Imperial Legion equipment inside them). Maybe make it a recruitment/propaganda center, with one office desk where informations are being handed out to those interested in joining (both written on papers and also per dialogue, guiding them to the nearest IL Forts)?

As Imperial as it may be, it's still in Almalexia rather than an Imperial held part of Morrowind... I'd advise against using a lot of com items.

Also, I for one always track down and read each thread for the interiors I'm NPCing. Yeti, you design the NPCs based on what the interior modder wrote about them? So the more elaborate and detailed the thread is about the NPCs, the better it helps you? More or less, though I'll usually only utilize what the interior modder wrote if it's a good idea. Elaborate details only really help if the npc in question deserves unique dialogue, which many npcs don't. NPC claims are where npcs are added to the game world. Creating an NPC includes placing items in their inventory, along with setting their AI patterns, naming them, ect. Dialogue is also written at this stage, including generic dialogue that most NPCs in a settlement will repeat, and unique dialogue for special NPCs. Quests can be planned and even made at this stage, though I tend to save their implementation for people who have more patience and skill with scripting.
