In one of the outlander friendly cities such as Narsis or Kragenmoor there is a redguard standing around wearing a shawl covering his forehead. If the player greets this Redguard he will
claim to have a third eye. If the player asks for proof he will deny them. If the player kills the Redguard and removes the shawl it will reveal that he, infact, did not have a third eye.
A simple fetch quest to nudge players from older releases towards newer ones. Design idea suggested by Solthas#8254 on Discord.
"My wife is a travelling peddler, and I haven't seen her in a month or two. Last I heard, she was heading towards [city in a new release area]. I need you to deliver this note to her."
The note says "I have found a new love. Do not come home."
Shakespearean comedy ending: she's found someone else, too, and if you talk to her first she asks you to deliver much the same message.
Questline can be adapted to TR (meaning expanded and include more parties for more complexity and something that can affect the whole province -- possibly in Mournhold or in Old Ebonheart).

The following is a proposal for a questline given by Mistress Rathra as part of an effort to create an impression of completness in the currently extant Telvannis region. This questline plays into the rivalry between Mithras and Rathra implied by Mithras' questline, as well as resolving the plot thread of Eldale and Bal Gernak's rivalry and providing the player a choice of who to serve in the mainland council.
A quest proposal. I've put this down in Shipal-Shin because it's where I picture it and I assumed that being closer to release, it would maybe need more quest ideas. However, if that is not the case, I think it would fit quite well in any area that is barren and is cut through by a trade route.
