I think topic “running an errand” may hide standard “errand” topic making impossible to go on with http://www.uesp.net/wiki/Morrowind:Sharn_gra-Muzgob (link is external) without addtopic errand by console
possible fix: addtopic errand in the same greeting introducing the “running an errand” topic e.g.
addtopic "running an errand" ; safety
addtopic "errand" ; fix for main quest

Sorry, you are right, false alarm, I did a search for [space]errand” string in *.es? files , then I did not realize inspecting TR_Data.esm in CS that the dialog line comes from Morrowind.esm .
I checked again and TR_Data triggered my search with the TR_TestTopicsScript3 content, not with dialog and that script is not normally used so it can’t be related to the problem [Note to self: always convert .esm to .esp before checking for bugs in CS]
I think the problem may have been with Nehfaern Sanctuary mod having a "little errand" topic or even from standard Morrowind .esm if for any reason the “running an errand” dialog is triggered before the “errand” dialog. Probably something to fix/prevent in a Morrowind patch but not related to TR
