It was actually already on the "Mods for Antediluvian Secrets" thread though. I wouldn't use the current version with Sacred East, since it uses some vanilla slots which are now taken up by SE locations.

I believe it's due to the fact that there aren't enough quests available in the current release to advance far enough, which is also why you can't access some of the quests at all, but in later releases there'll be more quests so you can use to advance.

It's because, by default, the in game map only goes far enough to see Vvardenfell and Solstheim. You'll need to install the map fix in the Morrowind Code Patch to extend the map far enough to cover all of Morrowind.

It's called "Tamriel Rebuilt Transport Links" and it adds boats and guild guide travel between Vvardenfell and the mainland, as well as some more travel on the mainland. See the included Readme for details.

By running as an admin, I've successfully added the AllowYesToAll=1 to [General], but It's still not stopped it. I'm running Windows Vista with Admin privilliges, so I wouldn't imagine UAC would be a problem.

I'm trying to do that, but as I try to save it, it says that it can't create the file and to check that the file path is correct. Well it's saying C:/ProgramFiles/BethesdaSoftworks/Morrowind/Morrowind.ini

That's definitely where it is, so what am I getting wrong?
