Yes but the king of worms is the lord of all necromancers and judging by what was seen in Oblivion becoming a lich was part of the religion (mages guild quests). some of the books in the game hint at the rituals of becoming a lich and therefore are part of the overall rituals of the religion.

I can't remember the name of it now, and i couldn't find it on planetelderscrolls where I remember seeing it but I know that there is a mod that will allow to become the head of every great house at once. maybe you have something similar loaded and don't know it.
