My vote goes to Ebonheart City. Old Ebonheart makes it sound just a bit like, I don't know, a slum maybe. It just doesn't sound quite as natural as Ebonheart City.

Bretic highlanders would seem the most likely to wear kilts, as they've been proved most like Scots so far. I'm not sure where High Rock's highlands are, but nonetheless, Bretic highlanders exist, so maybe they wear kilts. Then again, the project's a ways away from High Rock.
