That would seem the most likely about the Tsaesci, but since we dont have any hard evidence to back any of this up (excepting the books which dont imply much about the features of the Tsaesci) I would say that you should go with the thought that they are snakemen, vampiric at that.

As said before, Mysterious Akavir is debateable, and it's also possible for the Tsaesci to be vampric, but they could have it by birth or could have been infected. And, Sload, that is also possible, but again you have questions arising.

Mysterious Akavir is debateable, we do know, however that the Tsaesci are vampiric snake people with man-like features, and that there are snow demons. Really, it's all in your perspective, but if you want to question the theories of the universe then fine by me. Your system undercuts the requirements a bit, but it's probably easier to cool your proc and overclock it, and get new ram, but make sure it goes with you mobo, I got the wrong ram one time and it runs for half of what I bought. Of course, my comp's overkill to the point it's not even funny.

Hmmm, nothing seems to be turning up much lore... And I encountered a few things on Mysterious Akavir at TIL that noted the Tsaesci and Snow Demons were the only races ever acounted for.

Bits and pieces of stuff... Akavir means "Dragon Land" There are two known nations of Akavir: Kamal, Tsaesci. When they are not busy trying to invade tamriel, they are fighting with each other. Kamal is "Snow Hell". Demons live there, armies of them. Tsaesci is "Snake Palace...
