you cant join more than one great house. It is against the lore. You aret allowed in Vvardenfell, you arent allowed any where else. its our rule. Did you read the FAQ?
anyway, sorry but thats the way it goes. I think you should be able to leave one house to join another though

What he means is that if you join a house other than Hlaalu, and you talk to Duke Dren, you will get initiated into Hlaalu, therefore being a part of two houses.

I don't think Bethesda ever got around to fixing this in a patch.

Nope, they never fixed it (it requires that you have killed off ODB Dren first).

Reynard if you want to join to all Houses you can use bolt-on. You can find this plug-in on site with Morrowind files(File Planet maybe)

No, we won't fix it. We don't touch Vvardenfell. Though it is highly possible that we will make a bolt-on for it (not directly related to TR, though it can be used along with it).

It was also the way to least edit Vvarvendell so that you could get there without swimming.

Besides, it's fine if you want to do it as a mod. I don't really see how it would pertain to rebuilding Tamriel. That's why we suggested a bolt-on.
