Collect bounties
A number of qusets for different keepers of the law, about killing or finding and capturing dangerous criminals.This is just a way of getting money without being member of a guild, just talk to a guard captain (forexample) and he'l tell you about a couple of criminals, which's on the run, and whats the price if you find or kill them.
Correction. You're more expensive. A Legion officer can order one of his Legionaires to go and arrest a wanted criminal, and instead of paying him the bounty, he can reward him with a promotion. Remember, the Legion didn't give many cash rewards for your duties.

Well see, when it comes to bounties, there are already plenty of guilds to choose from. The Imperial Legion is the obvious choice, since it is their job to enforce Imperial law.
Besides them, there is the Fighters Guild, which is more bounty-oriented. Lots of Fighters Guild quests have to do with the player tracking down individual fugitives that the Legion does not have the time for. Think of all those quests where you get sent deep into the asscrack of nowheresville to find some amazingly hidden cave so that you can execute some moron and collect a 100 drake reward. Ugh.
There is also the Morag Tong. Basically, the buck stops with these guys. If a Great House needs someone killed and can get a writ for their execution, the target is as good as dead. The Morag Tong has an extremely good track record.
Now, why not have bounty-collecting missions that are not part of a guild? Several reasons. First off, most people would want to keep things legal, and so they would go through one of the legal guilds that deals in bringing criminals to justice. Second, nobody wants a bloodbath on their hands. If someone is willing to send any random guy to go take out a wanted criminal, odds are that most of these would-be bounty hunters won't come back alive. You want it done right, and that's why they would hire the professionals.
