I presumed Gwylim to be in Cyrodiil, although there is little evidence for its location there or anywhere else - why else would the University there publish a book on Cyrodiil's history though?

lore is stil based on reality, not the otherway around. And TES lore is anything but consistent whit it selfs.
In case of the black rose it might be that the writer has never been to morrowind (the island) and thought the flower was growing theire aswell.
Whit lore that come's from the other TES game's I think we should be verry carefull to not just copy everything, because a lot of it conflicts whit Morrowind lore. Also theire was some time in between so in the case of gnisis, the mage's guild upper comamnd though that all the guilds should stay fixed at the house capital city's or maybe one house/imperial counsilors didnt like the idea of these imperial guild members hanging around trough out morrowind because of who knows what happens.

maybe its because they dont care that much. i remember when i was a vampire they would talk to me. well atleast not attack me. it might've been because i was a member but i dont remember if i was. it also says something about the mages guild or some group not attacking you in morrowind chronicles

I agree about Gwylim; I really can't imagine any other province having a University.
And for self-contradicting lore, try figuring out when Potema was born.
One of the books has it as 3E 47. Another tries to de-age her by about 20 years.
And apparently someone named Archbishop Calaxes was killed in 3E 498 - 71 years ahead of present-day. Of course, I didn't read the whole story, so it might be a typo intending 2E. (Words and Philosophy)

And because its easyer to politicaly/finalcialy/military suport a few large operations, like caldera and raven rock, they might aswell have thought the same for the guilds, better have a few large guilds at the key locations that a dozen scatterd that all need personal attention.
Btw I think the real reson for not having one in gnisis is that theire are only 4 avable transportation slots in the mage servis travel options.

easily the most varden-friendly way to add fighters/mage guilds to gnisis would be to place members in the inn. after all, the general of the legion prefers it to his own fort. i just read the thread about guild guides so the idea of having a woman in gnisis who could whoosh you off-continent comes to mind. i don't know if the books specifically refer to guild halls or guild, or if that would be acceptable.

when we add fast travel (most commonly mages guild) we cant have every one going to somewhere in vvardenfell, atleast not for the low amount of 30 gold. transportation would be uncommon because of the risk of blight crossing over to the mainland, this transportation would be far less in the mages guild since they are an imperial guild and the imperials absolutely fear that the blight may cross over and affect the rest of tamriel.

Forgot about that, the worst thing for the imperials to happen would be the blight getting from the island.
So what is it going to be? A long swim? Paying some smuglers a shit load of cash? And wait whit oficial transportation until you finished the MW main Qeust?

maybe have only 1 or 2 transport sites (per service type (boat, mages, silt strider, ect.)). have it be expensive and insert a script (if needed) to reject service from vvardenfell if you have any type of blight disease (is corprus only found on vvardenfell? if it is then reject services if you have corprus too)

1. Transport via smugglers (members of thieves guild pay some 1.000, others up to 10.000), also transport via mages guild to almalexia (expensive, perform quest for mage in question, have the mage at at least 90 disposition since they would risk their neck). general service refusal if PC has blight or corpus, possibly with common disease as well. Also, scripts that will disable the above mentioned difficulties, as well as open a lot of other routes, a week after PC finishes MW main quest.
2. Tear is the second largest city in Morrowind, AFAIK, so it should be about the size of silgrad. Casious has reserved it for his dres team, though. He's doing a wholly new set of architecture for the Dres.
