A guild that wants the Tamrielic Empire to be the Tamrielic Republic. They want to kill nobles and other folk that support the Empire. Their goal is to collapse the Empire and create a better society which means: equal rights and full freedom. Republicans are all considered as criminals and Imperial Legion is trying to hunt them down. All the members of the Republicans are "citizens" and because they want equal rights to all there are no other ranks. Their headquarters are somewhere hidden and the player may join them if he finds them. They don't give the player exact missions but they pay some gold for every important Empire supporter or a noble you kill (like King Hlaalu Helseth, Barenziah, Duke Vedam Dren and Varus Vantinius). The most important target is no more and no less than the Emperor Uriel Septim.

This guild you described wouldn't have a place in Morrowind. Morag Tong and Sisterhood of the Spider already do this job.

Not to mention utterly useless. Despite being an empire with kings and nobles, The Cyrodiilic empire is pretty a pretty advanced society for its tech level. A group that simply wants to do away with leaders really can't be considered more than just plain criminals.

Maybe a cult of Daedra worshippers that plot to assassinate Uriel Septim, but never actually do in the game. (thus leading to the events of TES:IV)
