Every minute part of the Khajiti medium-weight armor can be seen in the soldiers in the foreground. The embroidered edging and striped patterns on the tunics. Each lacquered plate on loose-fitting leather in the Elsweyr style. The helmets of cloth and fluted silver.
To me that says:

-Medium armor
-Striped pattern colored METAL PLATES on leather, IE: Scale armor
-Cloth helms with silver plates, probably not scale-style but larger peices and very decorative (fluted).

That's my take on it anyway. It definately is not leather armor, it's scale/small plates on leather.

The medium Anaeqian variety is pretty much just strategically placed leather plates. They are large because that is easier to portray as loose...small plates would look stupid just dangling off. The tribal variety is 'Striped pattern colored METAL PLATES on leather, IE: Scale armor ' except its brigandine, ie coat of plates, armor. That means small rectangular pieces of metal pinned to a leather undercoat - cheap and easy to maintain. Lighter varieties use a lot of cloth along with the leather so there isnt really 'full leather' armor anyway.
