There are hundreds of entrances to caves, dwarven/daedric-ruins, mines/egg-mines and the like, placed in the exteriors.
So it seems to me that there will be need of loads of interiors aside from those available for claiming at present.
My Question:
Could I just mod some rather ordinary mine/cave/ruins-ints and submit them for further use by anyone modding quests, or simply to include them in the game with no direkt connection to a quest
I suppose it might be easier to get the quests done, when there ist selection of dungeons available, and you only have to drop in some NPC.

What I would recommend would be to make caves/mines/eggmines yourself. You could just make everything bar the Northmarker and NPC and when more non-city ints become available you could submit those pre-made ones (after adding the North Marker and making sure they fit, of course)
For dwemer and daedric ruins this would be harder, though you could still make the lower levels and leave the top bit empty.

we just had a load of cave interiors and the like a while ago, it's unfortunate that you missed that.. but there will be caves up for claiming eventually, however, we can't just let you have one because what will end up happening is that we will forget that it's been done, and it will never make it onto the maps. You'll just have to wait i'm afraid.
