When there is no description of the function of the interior, you get to make it however you want. In this case, you can make it into whatever building (within the bounds of lore and reason) your heart desires.
<insert witty signature here. i might spend time trying to come up with something, but its not like anybody reads these anyway>
my thought is to make this building, and the other two similar structures nearby, into a large college controlled, or at least heavily influenced, by the temple. the design may include a simple tunnel system linking the three buildings together.
this particular building would be the library/chapel and be set up as follows:
-a small basement with the offices and living quarters for the librarian and chaplain, and possibly a small private, or 'secret' library.
-the ground floor would be the main library.
-the second floor is divided into small class/study spaces.
-the top floor is the chapel.

I'm thinking a shopping centre, kinof like a vivec canton but not a vivec canton. (that make sense? I can't tell.) We'll have pathetic mini markets first floor, becoming more specialist as we go further up the building. Do we have a clearer picture, recommended size? Actually change of heart, I rather like the other guys college idea. with a slight difference, I'm lead to believe house indoril hate all imperials (and pretty much everybody else.) the mages guild wouldn't be very welcome here. So howsabout a temple sanctioned school of arcana forthe natives?

Was thinking a temple sanctioned school of arcana ( since i'm lead to believe the indoril hate imperials(and everyone else.) there wouldn't be a mages guild here?

Your fears are understandable, but we're pretty dedicated now. So far my plan would be to have various lecture halls dedicated to the various schools of magic on th ground floor (an alchemy lab, summoning chamber ect.) A library aracana on the second and the masters quarters on the top. I'm also toying with the idea of a basement storage area or something. Will keep you posted.
Edit: basic floorplan is set out, we now have a fully furnished classrooms on the ground and a library on the second, i'll fix the third floor today do a full check and then maybe post it for review tomorrow.

Finally finished, this is my first actual claim so it's proberbly full of bugs. Not sure about the library books (they seem a bit repetetive, and perhaps for a temple sanctioned guild, Necromantic.)plus some of the bookcases bleed slightly into the wall (Practically non noticeable) Also the blue tiles on your MH_tileset, I've had to use ugly green lighting to get rid.
Anyway bugs will be fixed.

The last building (read: this one) is the St Delyn building, but I already made the Abbey of St Delyn in the Manor District.
As for why they would be in THIS building, it's a decent part of town and the empire (or an Imperial group) might rent it.
As to what UoFT means, no one around will know anymore. But I bet F means this is a big building like the other F buildings in Almalexia, and T means it is a tower. "o" will be for "of" as is custom. Which throws into the air what the "U" is about. I suspect it was probably University. IMO whoever gave the designation UoFT (most likely Arcadea) had in their mind a function but didn't state it. Then when Inferno_str1ke took over he either didn't like it or he didn't know it so he never wrote what it meant.

I remember there being guildhalls too. But they were revoked/scrapped and reassigned to other purposes, and then no interiors seem to have been set aside for them. If they were, I can't find them. I would like it if they were in different buildings but it doesn't seem possible without changing Almalexia, and just who would be crazy enough to do that?
The other option is to put them in guard towers, which leaves whoever claims them 5-6 floors to fill each.

Personally, I think that the best solution here would be to make this an abbey like the other two and pick a large tower to contain a few different imperial groups. (MG, FG and something like the Bank of Tamriel, etc)
This building is too small and awkwardly shaped for both guilds and it seems strange to have the Imperials in a building belonging to a saint.
I would suggest i3-50 as a good site for the imperial guilds.

Well, it's just that the Abbey of St Delyn is built in the Manor District. And with a statue of St Delyn on top of this building, it seems stupid to assign it to another saint. But if you want to put the MG and FG in a tower, go for it and assign it now before it is claimed.

Well. If there isn't one already, I'd turn it into an armory. A really big armory and barracks, and maybe have some people that sell some of the excess weaponry to the public.
