Such a phrase is included in many a readme for many a mod. My question is, where do you think will be the 'hot spot' for new buildings in Oblivion?

I've seen a few things, like the Pet House mod, and one or two others, based out of Cheydinhal. I think Cheydinhal is a very beautiful setting, so I imagine it'll be popular.

You forgot Kvatch!

That's already being Rebuilt(tm) by some modder in the ESF community. After they're finished he wants to populate it with NPCs and quests.

Otherwise, I'd guess the imperial city for the odd buidling (wherever you can fit one in... or just as a door to)

chorol. just taking a gues because balmora was the first big city the player visited in tes3 and chorol is in tes4. chorol is also a nice setting, and has plenty of space to build.

Chorrol is my personal favorite, has a lot of free space and is, like Balmora was for Morrowind, the first destination of the main quest (more precisely, the Weynon Priory outside of Chorrol is the first destination).

However, I think Skingrad has more potential.

i think cheydinhal for 4 main reasons:
1)it is a hotspot for the dark brotherhood, so many people will be drawn to it
2)it has free space around the edges and on some of the island areas
3)it is the most scenic city in cyrodiil
4)it is out of the way so most people won't get there for awhile, so when they do the will want to explore the 'new city'

Cheydinhal for me, it is my 'perfect knights' resident, even though he has more ythan enough money for the skingrad one, and all the toppings.

Skingrad, Rosethorn manor, while costing an arm and a leg, is worth every limb. For that reason I love this town. (For some fun break into the house across the street...)

Am I the only person that fell in love with Anvil and its beautiful hillside view of the sunset?

Well, if they're going to add up buildings to each city without majorly altering the surrounding wilderness and sticking with lore, i'd be glad to see it.
But still, I love Anvil!

I bet most people visit the Imperial City first... you can't simply ignore it when you come out of that sewer.

That doesn't mean much. Balmora was one of the least open cities.

If it is to be openness that wins, then Chorrol trumps all.
