I'd like to ask if there are any DUMMER (DWARVEN) strongholds in Oblivion (Cyrodiil)
I thought that the elves lived before the arrival of men... all around tamriel (including dummer)

The Dunmer are the dark elves. They are from morrowind.
The Dwemer are the dwarves. They also lived in morrowind, and had expansive cities in Hammerfell. To my knowledge, they did not live in Cyrodiil.
Cyrodiil is the province in which the game oblivion takes place.
Oblivion is the Tamriellic form of 'hell' though is really just alternate planes of existance.

The elves all migrated from a place called Old Elhonofey. The Dwemer originally only settled in Morrowind, where the lava allowed them to experiment with various things (maybe not the reason why they chose it but it ended up as a good reason why they didnt expand). Also the hard volcanic rock was good for digging large underground cities. Some later migrated to Hammerfell after a contraversial agreement with the Chimer (who later became the dunmer).
The Ayleids settled around the centre of Tamriel in Cyrodil. I honestly cant tell you what the ruins look like, as i cant run oblivion at the moment (busted computer) but they are apparently very common in Cyrodil. I think i heard something about them having shining stones, so think about where you have seen those.

Nope, no Dwemer (or Dwarven) stronghold in Oblivion (or Cyrodil ). There are Dwemer weapons and Armour though.
Altough the province we're doing next, Hammerfell, as Jale said, does have about 3 large Dwemer ruins.

Meh, I used to get them confused a bit in Morrowind, not everyone is a lore buff... heck I didnt even know about the Dragonbreak until Stalker mentioned it a while back.

The elves build the Adamantine Tower...oldest structure of Tamriel
Beastmen (Khajiit, argonians) were around at the time, though primitive
The Elven clans moved in after Old Elhonofey suffered some cataclysm. Note that this includes the Dwemer, who were a race of elves. The clans settled thus:
-The Dwemer went north and settled in morrowind
-The Ayleids settled in central tamriel (made the white gold tower)
-The 'Normal Elves' pretty much were everywhere else, though the crystal tower of Summerset was probably pretty important to them, im not really into details
The prophet Veloth then took a group of elves who were later called the Chimer to Morrowind. Trinimac opposed this, and then Boethiah ate Trinimac, making him into Malacath, and making his people the Orcs. The Chimer and the Dwemer didnt exactly get on at this point.
The Men migrated from Atmora a while afterwards, and integrated with the elves. They became the nords and what would be the imperials. At some point the breton race emerged after a few generations of cross-breeding with Altmer.
The first written record comes with the start of the first era, and its about the first Dynasty of Valenwood, so presumably this is the Bosmer.
The Nords get powerful around the early first era, and conquer a lot of lands, including a bit of Morrowind. A slave army rises up against the Ayleids in Cyrodil, and with the help of Skyrim the elves are routed into Valenwood. This is pretty much the start of the empire under the Empress Alessia.

Aroud 400 years into the 1st Era, the Chimer and Dwemer unite under Nerevar and Dumac, and drive out the nords. This is when the area becomes united as Resadayn. One dwemer clan, the Rourken clan, opposes this merger, and they travel west to settle in Hammerfell (so called because Rourken supposedly threw his hammer there, and made a nation where it fell).
[250 years later]
The council breaks down. The Chimer and Dwemer go to war over Dwemer attempts to make another god using the heart of Lhorkan, a god which was banished to earth. The Dwemer mysteriously disappear from the face of the earth, probably due to their high priest Kagrenac's meddlings. Nerevar goes to talk to his council and leaves a comrade, Dagoth Ur, to guard Kagrenac's tools. When Nerevar returns witht he council they find Ur corrupted, and once they fight him off the tools, he flees. Nerevar is then assassinated by his council, who use the tools to become gods themselves, thus forming the Tribunal Temple. Azura the daedra curses them for this, and the Chimer are transformed into the dark skinned red eyed dunmer.
[later on]
Around 800 years into the 1st era, the continent of Yokuda suffers a cataclysm, and the people from there move into Tamriel and become the redguards.
And thats a much simplified and much abridged history of where all the races came from.

Aldmeris was the location the elves came from, ehnolfey however the hell its spelled, was originally what elves and men were as a race.
One thing the creation myths in TES never explained was where the akaviri races came from....they were just, there.

Actually, there's a theory that the Akaviri, especially the Tsaeci Serpent-Folk, are simply Mer that took a different path of evolution. I wonder if the Dwarven armor and weapons came from Morrowind and Hammerfell, why was so difficult to import Chitin equipment and various spears into Cyrodiil

Templar of Ur
The Ehlnofey, or "Old Earthbones", were the common ancestors of Mer and Men. Their native continent is said to be Old Ehlnofey, to make it simple. It's also called Aldmeris by elves, especially the Altmer.
A first group of Ehlnofey broke off and decided to explore the world. They eventually became the Men races. Some settled on Yokuda and became the Ragada, some others settled on Atmora and became the Nedic. Other settled on Akavir and became serpent-people chow.
Then the Ehlnofey that stayed home decided to move, too. Those ones became the Mer. When they set foot on Tamriel, they first settled the Summerset Archipelago (who, in Oblivion, is finally spelled correctly, after having been Sumurset in Arena and Summurset in Daggerfall). Presumably, they looked a lot like the Altmer (high elves) of today: tall, yellow skin, pointy ears.
Other groups break off from the Summerset Isle:
The mysterious Dwemer fled to Resdayn, lured by the presence of Lorkhan's heart's mythopoeic field, in order to pursue their own way in the Psijic Endeavour. Physically, and despite their nickname of "dwarf", they were tall and very similar to Altmer, except for their Assirian-looking beards. I have never heard of a representation of a Dwemer woman, so I can't tell you whether female dwarves were bearded or not.

The Ayleid settled Cyrodiil. When Men came from Atmora, they made a mistake and enslaved the newcomers. The Ayleids were all exterminated as the consequence of a slave uprising lead by Alessia. One interesting thing is that for some reason, the Ayleid are the only elven race name that doesn't end in "mer". Probably because they weren't so much a different race as just a different nation of Altmer. Though this consideration didn't stop the Chimer and Orsimer...
The Orsimer (pariah mer) were Altmer who were outcast from main Altmer society for their following of Trinimac. That's what, the third different elven race born simply out of cultural schizm? Anyway, they were metamorphosed as their spiritual leader when this one was changed from Trinimac to Mauloch/Malacath, and they became the Orc. Most elves won't acknowledge them as part of their extended family now.
The Bosmer settled in Valenwood and made a deal with Y'ffre. Following that deal, they became sort of reverse vegans, having a taboo on harming living plant matter but no compunction about hunting beasts -- or people.
The Khajiit, some say, were made from Bosmer stock stolen by Azura from Y'ffre. If that's true then they necessarily appeared after elves settled on Tamriel, but some reports say that Argonians and Khajiit already lived on Tamriel when elves arrived. (And of course, some say that Aldmeris never existed and that the Ehlnofey -- and thus Men and Mer -- were all born on Tamriel.)
The Maormer are another group of outcasts from Summerset Isle, but they've kept a grudge ever since. Living in the mist-shrouded Pyandonea, this elusive elven race is said to have chameleon-like powers. They've harassed the Altmer in pirate raids until they finally developped a navy strong enough to repel them.
When the Nedic arrived from Atmora (Altmer will tell you it's actually Altmora, the High Forest, and that it belonged to elves, yadda-yadda, filthy damn humans, we hate them and their pink skin, we're superior to them, yadda-yadda, but Altmer are bigotted pigs who would not be content until they have you convinced the whole world revolves around their bellybutton), those that stayed in Skyrim eventually became the Nords, while further in the South they became the Colovians and Cyrodiils.
One tribe of Men in the damp jungle of the Black Marsh become the mysterious Kothringi, who disappeared during a pandemic, just so that the elves wouldn't be the only one with lost civilizations.
In the North-West, in High Rock, the Breton race appeared from hybridization of Altmers and Nords, resulting in people who are more skilled for magic than Nords, yet less wimpy than Elves. At first they were sometimes referred to as Manmer (and why not Mermen?), but that ugly word fortunately disappeared as the Altmer, with their superiority complex, distanced themselves as much as possible from the creole race. Now Bretons are considered to be men rather than elves or even crossbreeds.
Yet there's sometimes references to the Ten Tribes of the Altmer and that's the count I arrive at with Altmer, Ayleid, Bosmer, Breton, Chimer/Dunmer, Dwemer, Falmer, Khajiit, Maormer, and Orsimer.
