White Gold Tower and borders

Is there any way to get on top of the White Gold Tower or whatever it's called in the Imperial City? I haven't tried that hard, but still....

And is there any way to expand the borders of Cyrodiil, or will I have to make a place like the Paradise and have to find a way to send the player there?
