I just so happened to stumble over this article at bit-tech.net. Interesting, no? It sounds like that dev saying there wouldn't be any expansions was a load of hot air. Knights of the White Stallion here we come, apparently!
Of course, I won't 100% believe it until Bethesda confirm it. But it's looking pretty likely.
If you just want to get to the proof:

NOTE: It is my opinion that this is relevant enough to be posted in the Tavern. In the event that this is contrary to the views of the staff, this topic will softly and suddenly vanish away...to the Lounge.
Coming from Bethesda these days I wouldn't be suprised. The only thing that doesn't add up is the lack of PR, if it were real. They'd hype an oblivion expansion for a good six months.

Just found something that may cast a different, less wholesome light on this:

I don't think any of this expansion business is true. I'm just pointing out that we can't believe a thing we hear from bethesda or anywhere else. Believe it when you actually see it, not before.
If anything, I think it would be one of their minor mods. The Knights of the White Stallion (if I remember correctly) was a small joinable faction that the player could gain membership in after defeating some bandits with an orc side-kick. After that, there was nothing really to the "faction". You got access to a small club house and that was about it.
An official mod, I could see. A whole expansion? I think not.
If this rumour turns out to be true- I'll eat my hat... and a brand new collector's edition of TESIV: Oblivion... with soy sauce.
NEW MEMBERS: I'm not with TR anymore, so please stop PMing me. Just post your sample work in the showcase.

No Oblivion expansion or addons named Knight of the White Stallion. However, take a good look at "Vir2L"...
Sload has already stated in the past he doesn't like expansions. Because he prefers to make them himself. Doesn't trust Bethesda to make a good job out of it.

Look at how much time did they take to make Tribunal. THere will definatly be an expansion. I just think they gather the general opinion on the game to make it ever worse because morons are always a majority.
My guess is that they're separated into 2 teams again. Team1 is focusing in TESV and team2 in expansional stuff. And there's obviously a team3 that has no serious job and keeps itself busy with stupid little add-ons.
Stalker's right imo, Tribunal came out an age later, why would anyone expect a similar release for TESIV sooner?

Right now we have no announced plans for any new content, add-ons, or expansions. If that changes, we’ll let folks know.

In other words, they release news of a plugin about two weeks before releasing it. They probably spend a little more time than that working on it, until they know it'll be a successful release AND if they know it'll finish. Perhaps they have something in the making, just waiting for it to be good enough and worthwile to be announced, then we'd end up waiting like six months before ever getting anything.
In other words, no point in speculating on this matter, if Beth does release an expansion, it won't be for quite a while, and if they're not, then there isn't anything to discuss.

they said that they were making that other game... with the post apocoliptic stuff... i cant remember the name. im geusign there is one team for that and another for expansion/DL content.
and in any case.... i find myself rather not caring about the whole issue... :/

I don't really have much taste for the issue either, if they release an expansion, then I think we're probably all going to get it at some point. If not, then we won't.
Anyway, I think you are right when you say that the DL's are aimed mostly at the XBoX group.
IMHO the rumor mill usually has some truth in it, so I'd expect an expansion eventually. Maybe not a boxed expansion, but a substantial DLC perhaps making a knights of the white stallion faction into something other than a bed to sleep in.
As for when, I was pleasantly surprised first learning about tribunal from a magazine ad, and I'm perfectly fine with it being the same with an OB expansion.

They're in 3 teams: Fallout 3, TESV, and TESIV patches, and updates, like the mods. MK has reportedly been writing for a game or something of the sort as recently as two weeks ago.
