this blade has been wandering in my mind for quite some time, so just give your opinion so I will know what to do next... =D

Well, it would have to be a bit skinnier, height-wise, and I'd assume a dagger. It's not too bad, but sometimes you have to watch how many twists and curves you put on a blade, because it tends to anime it somewhat. But all-in-all, not bad.

Think of how you want to use this weapon, this will improve the concept. Is it a scimitar? then make the blade longer and narrower.
Is it a cleaver? Then make the handle longer and bigger, so you have plenty of room to apply the force you need to wield such a weapon.
At the moment it looks like a broken off halberd.

To add to what Morgoth said: Weapons in tamriel (asside from deadric ones) tend to be practicle. Hence an abundance of ornamental flangs would make it look out of place. For future refference, they are usualy more historical.

For the wider ones, you might consider a perforated blade, somewhat like MW's Dwemer War Axe.
Not too knowledgeable about weapon design, but with the blade width and handle position, a 'spine' might look good. By that I mean a thicker section toward the back.

Photoshop you say. Not bad- you chose the colors well. However, you could use a couple of tools to make it better. Try using smudge to make the hairs smoother and tapered. Also, learn to use the burn tool to shade. Espcialy on the eye you can get a great effect by using dodge and burn.

It's good, and use Macars advice, it seriosuly the most useful advice.
But the only otehr crit I have is remeber it's an eyeball, so if youm wanna draw eyes nice, start of with a plain white (actually grey, or very greyish purple or pink o that the colours are barely detecable) circle, then shade it so it looks spherical, and then make the sking around it. Fanatstic start, I will say Macar is totally rihgt, the colours are great, and as far as it goes, thats a bloody great eye. Good job.
