)4)Both. Morrowind mainland province is being worked on in TES3, and Hammerfell (and the isle of Stirk) are being worked on in TES4. We have recently released a [url=http://tamriel-rebuilt.org/old_forum/viewtopic.php?p=191251]beta of map1[/url] for Morrowind, and also a beta release of Stirk for Oblivion. Seeing as you only have Morrowind at the moment, why not download map1, and see what we're all about.
5)You don't need to be an expert, if you have a working knowledge and respect for Tamrielic lore, you'll be fine, as this forum is filled with people who have ridiculously large amounts of knowledge about a fictional universe
