1)I'm not sure that there's a database of tiles, but you might want to look up Srikandi's Item index, it might help you out.

2)You can learn to mod!
We have many tutorials for Morrowind modding [url=http://tamriel-rebuilt.org/?p=modding_data/tutorials]here[/url]
And if you're interested in Oblivion moddding, the [url=http://cs.elderscrolls.com/constwiki/index.php/Main_Page]CS wiki[/url] is your best bet.
Not only that, but people here are only too willing to help each other out with any questions.
Not only that, but we have a burgeoning collection of literature (Books Of Tamriel) to place in the gameworld, I'm sure you could contribute there. :)

3)You can put most anything in the Lounge. (As long as it's not another "X vs Y" poll ;) )

4)Both. Morrowind mainland province is being worked on in TES3, and Hammerfell (and the isle of Stirk) are being worked on in TES4. We have recently released a [url=http://tamriel-rebuilt.org/old_forum/viewtopic.php?p=191251]beta of map1[/url] for Morrowind, and also a beta release of Stirk for Oblivion. Seeing as you only have Morrowind at the moment, why not download map1, and see what we're all about.

5)You don't need to be an expert, if you have a working knowledge and respect for Tamrielic lore, you'll be fine, as this forum is filled with people who have ridiculously large amounts of knowledge about a fictional universe :)
