Houses Throughout Tamriel
Although we are working on Morrowind now, there could be Great Houses for all of Tamriel, not just the 5 in Morrowind. Just a thought.
yup, just to confirm what ashlander said, great houses are native to Dunmeri I berlieve. And anyway, that would be way too many quests and extra dialogues and architectures to do...you know we are bordering somewhere around 5000 quests so far, and we haven't even started to implement them into the actual mod yet!

Holds of Skyrim are more like little kingdoms of scattered clans they could be similar in architecture ... but it could be fun to have nordish style variety on that...may be flags or colours ...even each village could be ruled by a townwarrior hall that takes the decisions

The houses in morrowind and the holds in skyrim are effectively political factions that are going to have a specific area of influence and a style of rule, like was said for the most part they are the same but they are called diferent things and the politics will vary a bit. I think you would find something similar in just about every province in tamriel including Cyrodill. Each province will have a diferent way about going about it.
Perhaps cyrodills are actual political factions that dont have general areas of influence or blood ties but are brought together by a certain political agenda similar to the Roman Senate (though I doubt cyrodill has a senat) or the United States Democrat and Republican factions.
Perhaps the Khajiits loose caste system will ultimately create factions that will be split up by breed and ability and may not necisarily work against one another but each would have a specific type of task and an agenda of going about it.

Certainly not on basis of caste. However, in Anaquina, the Khajiit are in nomadic tribes (like the ashlanders, I believe). Not sure about the Pellitine.
