I don't think it's actually said anywhere that it is a "gate" to Oblivion, but it is rumored to be.

From The Doors of Oblivion:

The whirlpool in the Abecean called the Maelstrom of Bal can make ships disappear, and may be a portal into Oblivion, but the trauma of riding its waters would surely slay any who tried.

That's the only mention of it that I personally know of. Though, it's certainly feasable that people would believe it to be a true gate to Coldharbour and that someone would write a book about it :)

You've got a few fragments floating about. I've certainly seen books with fragments within the game, though, so some of those could be fine.

Rumoured. Its fiction, the writer believed that there was a gate in the Maelstrom. Thanks for the proofread. =)

Wooden splinters rushed past Serj's dying body as the crumbled Saint Alessia slowly sank beneath the waves. He could faintly see his fellow sailors desperately rushing to the surface for air, but Serj knew it was to no avail. Saint Alessia had collided with the Maelstrom of Bal, the immortal tempest of the Abecean, a massive whirlpool that served as a gate to Coldharbor, the reflection of Nirn, the palace of the King of Rape. If he did not drown in the Maelstrom, he would surely suffer a slow, painful torture at the hands of the numerous malign servants of Molag Bal. After he finally died, they would rape his corpse and devour his flesh. Serj thought it better to simply drown in the dark waters. His thoughts flashed to his family, his wife and son who were oblivious of the doom Serj would suffer. Through the darkness he could make out the ocean floor, great swords of rock marking the edge of Tamriel. Then he saw it: the tempest's maw vacuuming the ocean itself, the literal Jaws of Oblivion.

Suddenly, Serj saw the maw grow more distant. He felt himself moving at a great speed through the waters. Serj knew that he had been caught in an underwater current and was rushing through the dark ocean at a great speed. All went white; his lungs filled with air, a gasp of life. The sun shone brightly onto his face. Birds squawked overhead and land could bee seen in the distance. He frantically swam through the azurian void to the distant island. What would have seemed like hours was shortened to mere minutes due to the ecstasy of his rescue from Oblivion's hunger. While he swam, he shouted praises to ALMSIVI, the Nine, the Good Daedra, Satakal, and any other deity he could think of. His chest burned with agony from the physical stress due to his excessive swimming. He finally reached landfall and clutched the sand as if it was covered with gems. He realized that he landed in Stros M'Kai, his home town. His wife stood there with a child in her arms, smiling. Serj could scarcely keep from crying from sheer joy and seized her in a warm embrace, then all went black.

Serj was dead, his drowned corpse sucked into the terror of Coldharbor to be devoured by the servants of Bal, and his soul joining the countless others who have been devoured by the Maelstrom.

Yep, directly influenced by Owl Creek. I immediately thought of Tedders' writing style when I read it so I decided to Tamrielize it.
