What exactly is this? I'm interested in modding it, but what is it exactly ( tavern-upper class establishment? )
,
But my guess at what this is is a rich tavern, with all the flin and expensive drinks like that, and nice furniture etc.
I will probably claim this if I just get some clarification on what i'm claiming.

OK, forget previouspost, I think I must have read the description wrong.
Anyway what I plan on doing with the int is making it a central area with perhaps a store cupboard somewhere, and the central area would contain rich furniture and rich drinks and neat clutter. I can't work out how big it is for the aerial photey, but If it is bigger than it looks, or has more than one story, the other storey would be comprised of bedrooms, maybe a room with a fire and armchairs, place for the rich to hang out with their rich friends etc.

It's a 3x2, but the bottom left (when looking at it from above) corner is gone. So it's 5 things.

Hmmm, upper class establishment? i'll try.
Im not 100% sure of what to do with this, but i was thinking it could be a tavern frequented by succesfull adventurers, so it would be plaques with various creature heads hung up through the tavern.
Seeing it is an upper class tavern we would see imported wines from places like Skingrad and Anvil as well as the more common alcoholic bewerages around.
Seeing as the building itself is rather small i will probably have to build downwards, i was thinking something inbetween of 2-4 stories down, possibly with a more....Hidden area, possibly cotaining something like a skooma den, or possibly a small hidden vault belonging to the owner or perhaps the previous owner.
Hmmm, it seems like im pretty sure of what to do with this after all :P (hope i get this claim, just writing down my plans made me want to make it)

Sounds nice, but don't over do it. Stonefalls is no Vivec. I'd also stay away from the Skooma Den, but the vault sounds like a good idea, just don't put anything unbalancing in there and make sure that it is well hidden.

I think the basement should stay under the house as this is a rather crowded city.

it can't extend under any other buildings because those buildings might have basements.

Ok, i just don't understand what you mean, everything except the little piece on the top is already underground....
Unless you mean it extends to far to the sides and so on and needs to be moved that is, but unless you want me to scrap the entire thing and start over again i can't really do that....

He means that it should look like this:
As opposed to this:
He means the basement can only go straight down; you cannot branch out your interior once you get underground, there simply isn't room.

The easy way to make sure your Hlaalu building fits the exterior is as follows:
- Open the TR Map file the claim is on (Map 4 in this case)
- Find the building, and double click it to get the name of the actual mesh of the building
- Find the mesh in the list of statics and right click the name, and click "Info". A list of where this building has been used by BS will show up
- Double click each one, and check the corresponding interiors. How they made the building is how you should, and sometimes they have done it in two or three different ways so you have a choice

It looks like it is no longer under any other buildings, however I am now concerned it might stick out the cliff that appears to be on the north side of the building. If it does not do so then the shape is fine

Hmmmm....Man this tavern is going to go quite deep....To get space for the main tavern area now, i have to have....
1-above ground
2-original tavern area, dunno what to use it for, a few tables perhaps?
3-The place that used to be the place you could access bedroom areas, and the storage room...Must be turned into main tavern area.
4-The place that will now be used to access the bedroom and storage areas
5-Bedroom and storage areas
Suggestions?

Looks nice
However, from the Newshell-1.jpg screenie you showed us, it kind of looks too big to me.
Don't get me wrong it's great, but after checking the interior this seems to go way too deep already. I would look at Balmora's South Wall Cornerclub, or the Council Club. They go down at most only one or two floors.
Just my two cents though. It's up to you, I like it nevertheless.
