Completley finished? Never, probubly. If what you mean is Tamriel to be fully finished for morrowind then its not going to happen. It is going to be 1 province per elder scrolls game most likely. And if Oblivion and Morrowind are the last Elder Scroll games, then just wait around for forty years or so untill all of Tamriel is Rebuilt.

We don't really intend to rebuild the whole continent of Tamriel, but only a province (since this is already a large amount of work).
I'm sure we'll get the province for each game finished. So after we've finished a province there'll be another TES game and we'll probably start working on that game while leaving the last game.

There is no real requirements on how much lore you know, and playing both tes3 &4 is good. If you want to join this team and don't think you know enough about TES lore, visit this site:

we have been working for oblivion since it came out. even before actualy, if you count concept art and planing. the next major release will be a final, finished stirk. after that the goldmoor beta. though i can give a save estimate on neither, stirk is very close.

Ok, thanks!! i downloaded the latest stirk, and i went to anvil, but when i went trough the dock gate it said You can not go this way turn back, can you help me with this? but i have lots of mods and it often screws up my game, but this has never happened!!

if you have borders off then that message shouldn't appear. perhaps there is a mod that reverses the inherent meaning of that value and you can ironicly prevent the message by enabling borders... I dunno, just ask the ESF if you haven't already.
