An NPC to add to Hammerfell?

In the Dark Brotherhood quest, "Whispers of Death", one of the people that the Night Mother tells the player to have Arquen find is a male Dark Elf named Hlanas who apparently lives in Sentinel, Hammerfell. Maybe this character could make an appearance in TR...

I was thinking the same thing recently about the people the Night Mother says lives in Morrowind.

He wasn't targeted for execution. He was the one performing the ritual.
