Feed the hungry questers!
Yes, you saw it, the quest department is slowly running out of work to do! This is good and bad news. Good, because we are making steady progress now. Bad, because an unemployed quester probably is a unhappy quester.
The only way to prevent the shortage of quests that can be claimed is to design as many as we can. There are now 6 claims in the designing that YOU can claim. Among these claims are the quests for Helnim, the big corrupt imperial city, two Telvanni towns, two towns along the Lake of Boethiah and the wilderness quests.
You don't have to have any experience with it, because Hemitheon, Worsas and Jedak all finished the design of a quest without doing it before. You can also browse the other design threads to brainstorm and add your unique ideas. Think of walking through map2 or 1 and playing the quests that you imagined. With quest designing, the sky is not the limit! (Because we can levitate people)
I hope the quests: design forum gets some more attention and quests get designed faster.

If we're really running out of things to do, Map 1 could do with some more misc. quests. Mudlap and Mosslog could certainly be reamde.

Basically, you have to create the structure of the quest so that the quester can implement it ingame. A really good example of it is the work Hemitheon recently has done: http://tamriel-rebuilt.org/old_forum/viewtopic.php?t=20487 Also the first post of the mainquest for map1 is a good example: http://tamriel-rebuilt.org/old_forum/viewtopic.php?t=18044 Mostly we use existing NPC's, but some just have to be created by the quester.
Remaking the mudlap mosslog quest is a good idea, bloodthirsty. I'll make work of it soon.

It's not really set out very firmly.
Frm what I remember of past threads, someone comes in with a basic idea - if it's not deemed silly, then they can have the claim put in their name and they'll flesh it out a bit. (Giving a Hemi style in-depth plan (which is about perfect, really), but not 'too in-depth' - dialogue etc. should be left to the creator, unless you've got some nifty lines that someone really should say (see the RR MQ claim and Scummy's plan))

I have a misc map 1 quest idea. It would only be available after at least BG03 from Bal-GernakVSEldale. using the random name generator, I came up with a name for npcy, as one of the two possibilities to be given as the slave to the MB cultist. I had been going to rename her, but then I read this topic so I am waiting to rename her until someone says "that sound like a cool quest" or "that quest sucks, set up the noose".
her last name is the same as the MG member in Kill the Messenger, so I was wondering if you choose her as the victim, in BG03, about Joslin Stoinles having a misc quest where the two of you set off and rescue her from a fearful cave (not lambinathia but something near that area, maybe that ancestral tomb to the south?)
What does everyone think?

Might be fun, yep. I can't really remember much about BGvE, but if you could perhaps just do a tad more detailed outline, I'm sure Viking could get it set up as a claim (or better yet, you'd make it and include it as part of your BGvE .esp)

what would the quest number be (for any objects/references) and what would the journal be? Also could I do the same basic quest for the other possible choice as a slave (well different quest giver, rescue target, reward, but same location, difficulties in freeing)
Viking: do you want me to do this as a part of BGvE or should I do a outline and you set up a claim for it?

It'll be easier if you include it in BGvE, because it will be dependent on that questline, so need to be implemented now for sake of ease.
The quest ID should probably be something like TR_m1_BO_[Suitable Name], so that it's like a BO misc quest.
