How can I speed up my download speed?
Currently for some reason my download speed is 1.20KB. I know there are plenty of computer wiz people in this community any tips?
Moved to Off-Topic(remember, only TR-related discussion belongs in TR Discussion!). Your download/upload speed is determined by the service you or your parents pay for. There are varying levels, but I think what you listed may be a bit inaccurate. Try closing internet-dependent programs such as chat programs, games, etc. when downloading something to give it more "breathing space" for bandwidth.
Other than that, there isn't much you can do unless you want to pay more money for bills.

Your post doesn't give much info, so it's just guessing for me. But generally your download speed is determined by both your own connection and the upload speed of the server that hosts the file. If you have an overall slow internet connection, this can be due to any number of reasons. Limited bandwidth is one possibility, like Haplo suggested. Another possibility is that you use a wireless network connection, which can often be a bit unstable.
