hey mates. I took a bit of a hiatus from trying to get in as a morrowind modder and thought about trying oblivion modding. I have the game and the TES engine, but upon entering everything seemed a bit alien too me. theres no one exterior cell its all divided into regions or something of the sort. I understand TR has a few tuts on the subject of creating an interior cell but they all seemed to be on Morrowind. So i hope you mates dont mind if I ask a few questions.
1. How do you create a cell in TESCS oblivion
2. are the functions similar to TESCS Morrowind?
thats about it for now.

the best place for oblivion tutorials is definitely the wiki. it has a great set of beginner tutorials along with some more advanced stuff.
anyways, to answer your questions directly:
1) for exterior cells, same as in Morrowind. find a cell thats already listed and scroll out in the render window. you can also create new worldspaces (more on that below), but you probably dont need it for now.
2)functions? as in scripts? the language is expanded but very similar, it should be easy enough to adapt. or so i hear. if you mean functions as in operation in general, its also very similar. some of the problems of morrowind's CS (such as organization and the potential for dirty refs when editing objects) have been reduced, others have been created. over all its pretty similar, it just takes a bit of getting used to. the wiki can really help with that.
the cells are divided by world spaces. cyrodiil wilderness is in the Tamriel worldspace, each city's exteriors have their own worldspace (eg. ChorrolWorld). Oblivion and quest locations are also their own spaces, etc. the interiors are at the top of the list, under " Interiors" (note the space).

oh. well, one way is to rightclick an existing cell and select "duplicate" and then delete everything out of there. that leaves you with some of the inherit properties of the cell (lights, ownership), but can also lead to potential dirtyness if your cell includes unique/quest related stuff. therefore its better to go to World> Cells, select the Interior worldspace, right click on the list and select "New". I usually just duplicate an empty placeholder cell (like Anvil, which is right on the default list)
placeholder cells are empty cells which are used for dialog filtering purposes.

I see. one more thing. whenver I put something in this cell, it is black in color. I dont think this is defuatl seeing as how most other cells have colorfol statics. is there something i need to do?
EDIT: figured out my problem. found out the lighting trick in the cell propeties
EDIT: btw is there any other way to create an interior building besides the defualt tiles provided by TESCS? im talking about the archtitecture. for instance say you want to build a large house, the peices wont let you do that. are there any jigsaw type architecture peices like in morrowind?
