I read that people of Tamriel most often do business with the serpent people.

Compared with what other creatures need to be added and the ratio of Akaviri to others I think that they need to be done after we hit Cyrodiil though. Sorta on the same par as dragons. And I only thing the tseasci need to be done as the others are pretty much solely on Akavir.

for Vallenwood

Great Stag (Dancec in Fire IV)
"pulling steaming strips of meat from the cadaver of a great stag. At Scotti's approach, they rose up, all but the Nord who was distracted by his hunk of animal flesh. "

Muttons (of this could just be the name of the meat)
"..roasted an enormous beast.." (Dance in Fire II)
-
and pigs forthat a drink in vallenwood named jagga is made from fermented pig's milk

Pyandonea (and maybe Summerset Isles)

sea serpents
"With this, they have tamed the sea serpents of their island for use as steeds and warbeasts. The Maormer ruler is King Orgnum, a deathless wizard who is said to be the Serpent God of the Satakal "

1. About new creatures that don`t exist in law:
I found some creatures that existed in the middle-age mythology, but i never saw them in a computergame:
Bendith- An Elf\Goblin Hybrid that could live somewhere on summerset
Thrull- huge goblin-like creatures that live in swamps
koalinth- a goblin whith swimmwebs whitch lives in the water

what about horses? are they only used in cyrodiil?

there were tons in daggerfall

we really need to get to work on a really good horse, unless someone already has.

Horses need to be around once we get out of morrowind, and the animations have to be perfect as they will play a large role in things we do, seeing as I didnt go anywhere without my horse in Daggerfall

The textures, animations, and mesh all have to be perfect, not to mention all the logistics of riding it, noises?, and different types need to be addressed

There are a several unicorn models, one by Lady E, another by Cait, and yet another by us at WI. All it would take is a removal of the horn and some color variations.

Actually I don't think we will need horses all that quickly depending on where we go. There wouldn't be too many horses in black marsh and I don't think the nords use them that much if we go that way.

But I would imagine the Imperials and the Dunmer having horses; look at all of the open plains that they have in their lands!

I would imagine horses being found anywhere the imperials could safely take them, such as parts of Skyrim, Hammerfell, and Elsweyr. Black Marsh and Morrowind seem too harsh for horses and Cyrodill and High Rock would probably have horses as their main form of transportation.

What would they ride in Hammerfell and Elsweyr.... camels possibly?

If you want all the reasons there are no horses in morrowind check the official forums. However I will simply state that there aren't (disease among other things).
I wouldn't think there would be many in a swampy jungle which is what black marsh is.
But yes everywhere else except morrowind is technically fair game although there are a few other places I wouln't put them as well. Hammerfell uses boats and on foot mostly (An island). Elswyr has all the different kajiit and some of the different breeds serve as mounts. Orsinium has the gian centipede things as pack animals however I don't know about transportation.

Anyway, animals you can actually ride would be a lot of fun, and would definitely be very nice to have (damn slow walking!). What's a knight without his horse? Well, I'll tell you. He's a bum!
