I would like to claim the following interiors:


Kragenmoor 1 - Old Palace & Council Chambers

Kragenmoor 2 - Palace Guards Barracks

Kragenmoor 3 - Lord High Councilor's Home

Kragenmoor 4 - Armorer's Home

Kragenmoor 11 - Fort Redoran Armorer (done)


It is my understanding that Kragenmoor is the capital city of the Redoran District of Morrowind. Therefore, using the Vvardenfell District structure as a pattern, there would be an Imperial Duke (a Dunmer) residing in/near Kragenmoor, and a District Council (I'm thinking a representative from Oak Town, Heimlyn Keep, and two others from the northern areas (Silgrad? or Black Light?). This Redoran Council would report to the Great House Council in Ald'Ruhn and would also be the advisors to the Imperial Duke.

That is a splendid way of organicing it.
I don't think the hole counsil structrure whould have moved to Ald-runh, atleast not unders such "hasty" situations.
