Hospitality papers in Port Telvannis

The guy at The Avenue who's in charge of hospitality papers greets me by asking "Are you here for hospitality papers?", but the topic isn't highlighted and doesn't appear as a dialogue option. Is this a bug? If not, how am I supposed to get papers? I wouldn't worry about it, except that (unlike Sadrith Mora) merchants won't deal with you if you don't have papers.

What I had to do was open the console, click on the guy, and type in addtopic "hospitality papers"

I found that if you join Mainland House Telvanni, you can't get the papers off him, but the Merchants still want me to have them. I put in the console Player->additem "TR_M1_Sc_T_Hospitalitypapers" 1
