The "he" in "he put in delivery" is Mistress Fari.

I've got a more serious bug now. Sorry for not noticing it the last time.
Dialogue "spoiled wine", the penultimate answer:
"I thank you for bringing these bottles, but there are only six here. If you only found six, then I think that means that Charna had sold one bottle of the bad wine! Hurry, find out who has it and bring it to me!"
This has as conditions
Item tr_m3_q_A5_spoiledwine == 6
Item tr_potion_wine == 1
Local wine == 1
There are two things that can go wrong here. First, Item tr_potion_wine can be > 1 because Sutch Wine isn't that rare an item - the player might just randomly have one more bottle with him. Second, the player MIGHT have already stolen the seventh wine bottle from the imperial guy's table, destroying the first condition.
I think a fix would be to remove the "Item tr_potion_wine == 1" condition, as "wine == 1" already requires the player to have put 6 good Sutch Wine bottles into that crate. This would fix the first problem. For the second one, the only solution that comes into my mind would be a new reply along the lines of "wow, you are a damn good thief" (as I said, there is a reason why I am not writing dialogue) which finishes the quest.

First, you don't have to get the claws out of your way in order to levitate up the shaft. You can just squeeze past them. I don't necessarily consider this bad, given how hard to find the button is (I needed the CS).

Leon: for exteriors, some bleeding into the ground is okay for most things, like containers. Sometimes this can even be intentional. Bleeding into the ground on hard surfaces is generally erroneous, since it's not possible, but if it's soft ground like dirt or other terrain, it's fine, since it's impossible generally to get smooth terrain upon which to place objects.

You mean an additional sentence to tell the player that the quest is finished to the liking of Mahhjat? I'm absolutely not good at this, particularly given that it should be Khajiitspeak. Probably tell the player that he deserved some wine himself now (some of the good sort, that is)... and that he shouldn't be telling this around.
By the way, I don't even understand this reply (same topic, but standard way to complete the quest):
You stole the last bottle? Excellent. To show my gratitude, I give you this wine. The %PCRace may keep the other bottle of Sutch Wine. Thank you.

I'm not intimately familiar with the quests of this claim so I couldn't say. I can only assume they meant to give the player another bottle of unspoiled wine.
