Also, if there is no such thing as a horse in Tamriel, then why is there a sign of the steed?

yep, horses have to be made for all of the mainland as they were integral in all parts of tamriel... hopefully lady e will allow someone to alter her unicorn model to make it to a horse

Also horses arent boring, theres tons of different types, and all sorts of stuff that can be talked about with them, besides I doubt a guar could take a person across an entire province... I mean, they seem to be short distance pack animals like donkeys

I think that someone was said that horses were being worked on (check "Creatures of Lore" post; I don't know how horses ended up in there). Travelling by horse or guar would be cool, though.

I don't know, it just seems weird to have horses in Morrowind. They're not the chivalrous knight type. I remember some knight once said under "my trade," in the west, you need a horse to be a knight, but you don't in Morrowind. If we do have horses, there should be a lot more in the west than in Morrowind.

Indoril, there are horses in tamriel. Just play daggerfall, you can buy one.

Horses just don't exist in morrowind, the climate is too harsh for them, and the devs made a poor excuse that the dunmer eat horses and they're a delicacy.

The carriage would be pulled by whatever pack animal was around in the province you came from. I think the intro mentions the imperial city. They wouldn't likely change from a horse to a guar temporarily just to go to the coast. In morrowind time it wouldn't take long and a horse could survive the day or so it would take.

For note yes there are no horses in morrowind so guar would pull carts.
There are no Guars on the mainland so horses would pull the carts.

You know what would be awesome? Having the scarab pulled by a scrib. That would be awesome. Or maybe like 500 scribs pulling it together. That would rule.
