How about a hidden monastery underneath the tower. A less than public order protecting some of the Temple interests from the shadows. Many of the monks from here end up becoming members of the Ministry Of Truth in their future.

Topside is inhabited by an old and relatively high ranking Temple member, and a couple of assistants, who by appearances take care of him, but are actually also in a process of learning a bit of deception.

Of course, this is just what I think would be fun to make. The monastery would be a larger complex of multiple in-cave buildings, with various waterways and bridges crossing the area, making the whole place an actual settlement, not a simple tower. A hidden settlement of course. One of amazing unarmed master trainers and such.

Please tell me this is not an overkill, so I would know whether or not to claim. :p

Impatienty bump-bump.

I would like there to be a discussion concerning this, so I would know if this claim is worth having. D:

Dear Head of Interiors... that happens when there's not enough work to do - people get bored and crazy ideas come to their minds
My bandit cave became an underground city and this poor little tower will meet same fate if no new interiors get unlocked... :)
I like the idea of underground waterways, though, with ships sailing on dark lakes, deep beneath the surface... :D But I think, that's rather an idea for an independend mod. It just doesn't seem to be 100% lore friendly.

Well, I did not mean useable waterways, just some water canals, due to being close to the sea and the river, yet at a lower level.

Andres, feel free to go ahead with the idea and claim, it sounds fairly interesting.

Good day once more.

While, I am generally used to being ignored by now, I would still ask for guidance in these matters. Namely, I fear my original concept might be a bit too much for this project. Namely due to these images here:
[1][2][3][4][5][6][7]

While, it could probably be saved through heavy use of monkeytruths, I would rather not continue without confirmation that I should save this work instead of starting over with this claim simply being the home of a religious wizard, who has some apprentices helping around the building.

Just to clear up:

The current concept is a city buried beneath the surface, after the creation of the Inner Sea or the Thirr river. Close enough to the Thirr river for it to be plausible, but a bit too far from the actual mouth of the river for it to work in my opinion. Obviously, Almalexia being who she is, it would not be too surprising if she would carelessly sink a city by the coast, as she created the river. By that theory, the Tribunal collected as a whole to repair the place into a new being. Sotha Sil working in some lightwells, to ask forgiveness for the skies that Almalexia took from them and working together with Vivec to make sure that the place stayed arid enough to comfortably live in, building the plumbing that has kept the city from becoming completely flooded, and the lightwell sucks up some of the humidity as well.

Given a new purpose by the Tribunal, the town became the central hub for the Temple Intelligence Network, also known as TIN, the eyes and ears of the Temple. Ninja-monks, who are capable of infiltrating every faction without standing out too much, with the few exceptions where they actually had to assume high-profile roles, such as having to become a Telvanni wizard, just to keep an eye on the things. While a lot of the spies only gather intelligence, there are some who take extra steps to back Temple interests. Others actively oppose the Temple, just to keep their role from becoming into suspicion. For an example, it would be perfectly acceptable for one to actively limit Temple access to the Telvanni territories, while slowly making sure that the presence does indeed increase.

This is of course.... Just a concept. A concept that I will abandon, if you believe this place to be an overkill.

Thank you for reading.

Awaiting replies.

Ps. Also:
Err... The exterior has a hlaalu door, shall I use that in the interior as well, or just assume that Haplo missed that when finaling the exterior?

Since I have actually not made anything to enforce paragraph 2, an alternative explanation to the fact that the only access path is through a velothi tower would be acceptable.

Could easily just be a popular pilgrimage site, with an economy mostly based on import and craftsmanship and tourism and catching the silly fishes who keep managing to make their way into the small paths that cause the waterfalls (in the WIP file, there is already one fishing boat, and some nets at the part that leads the water away from the town.

I have no strong feelings about this claim, so I am willing to save this, if a spiffier solution is found. This would also remove the need for the high security pass and hiding the tunnel to the bottom, which is always nice, due to lower amount of scripting.

Looks a bit large for that. On the other hand, it is just south of Vivec. And when I say that I mean a few cells south of Ebonheart, but still. Could be fun though.

So apparently I have blessings from Haplo to go ahead and turn this into the Morag Tong HQ. Oh well, should be fun.

Thank you all for your input and thanks where they are due on compliments on the design.

I haven't looked at it in the CS but regarding my question about the boats... perhaps add some fishies or whatnot to make it a little obvious why the boat is there? Assuming such details haven't been added/planned already.

They have been planned, I just had not detailed any cells by that stage, due to the fact that the place did not seem to fit the original concept.

I am cutting the size down a bit, making it more HQ, less city.

No new WIP file at the moment, since no real progress has been made.

Here is a generic list of what I expect to make out of this thing when counting cells

Tower
being the Velothi tower on the surface, housing some Tribunal devout wizard and his apprentices. The wizard wubs Vivec the most, despite fulfilling a different role.

--Grand Cavern
Staircase leading down to a cave with five buildings in it and a moat and some fortification. Not in the best of shapes, due to the place being near a millenia old.

----Warehouse
Should be obvious what this is. In case it is not, this is the grand warehouse, housing lots of goods, making the nearby village make fun of the wizard and the apprentices and their... appetites.

----Shrine to Mephala
Self-explanatory. A nice little temple with housing for the high-priestling and the tomb-keepers.

------Tomb
A tomb for the grandmasters of Morag Tong and the high-priests of Mephala. As old as the whole structure. Quite well-kept.

----Mess Hall
Lots of noms will be had here. The suppliers of the noms are also housed here. Delicious noms.

----Barracksy Thingies
Includes housing for all of the general Morag Tong members currently at location. Some rooms unused of course, in case of a council gathering and the masters bringing along some of their more trusted companions. While this location is not very secret, not too many feel the urge to be stuck in a cave too long.

----Morag Tong Council of Central HQness.
Includes the Council chambers, chambers for the council steward, the Grandmaster we know as Eno Hlaalu and all the masters of the various locations. Can has list of Morag Tong halls? ^^

Basically, the whole idea of the place I am currently going by is that this used to be the place that the Morag Tong took to the shadows in back in the 2nd century, after the whole damn Night Mother incident and the hunt for the Morag Tong.

Quest ideas for the future can include a DB assassin following the player near the tower and then sneaking into the HQ killing either Eno Hlaalu or the steward of the hall, depending on whether or Eno Hlaalu is currently at position. Quest triggered by the player being an idiot and constantly leaving the gates open.

Should such an event happen and the player not being ready to take the position of Grandmaster yet, the new grandmaster could decide that there is no longer a need to stick the HQ to the shadows and that they should move the council hall to the city of Almalexia, where they would probably be unable to have a grand shrine of Mephala, so the council would not be able to reach a consensus on that and such.

I will probably have more ideas, horrible or not, when I continue working on this.

Okay, starting this over.

Let us just toss the Mephala shrine of Morag Tongness to Tear and the administrative seat to Almalexia and let this be unrelated to the old Morag Tong.

Now, I don't really know what to make of this, so any ideas would be appreciated.

This thing is close to Old Ebonheart, right?

If so, perhaps it could be the home of a member of one the Great Houses who acts as a representative of his House's interests to the Imperial government in OE, but doesn't want to live in the town itself because he hates outlanders, so set up shop in a nearby Velothi tower instead.

Or perhaps it could still be a Morag Tong Guildhall, a small on servicing OE. I imagine a place like the Imperial capital would have no shortage of business for the Morag Tong, but because it's a Imperial settlement, a proper guildhall in the city wouldn't fit in.

Or to be a little different, there could be a Dark Brotherhood hideout here. Westerners living in OE would probably be more inclined to use the DB rather than the Morag Tong. Besides, the DB have to have some sort of Morrowind hideout outside of Old Mournhold. Otherwise they wouldn’t be able to coordinate tracking down the Neverarine to all the crazy places he goes to  Outside one of the most Imperialized places in Morrowind would be an ideal location, as the Morag Tong wouldn't have as much infulence there to track them down.

I hope at least one of these three ideas doesn't suck outright 8)

This is on map 4, meaning it is too far from OE to serve as a residence (unless the guy used a private boat or something) Remember that OE is across the Thirr river, which can only be crossed down at Almas Thirr.

well yeah, but I figure a diplomat will be a bit closer than across the largest river in the province and a bit nicer than in a cave.

Oh, so this is across the river from OE. Then yes, my first idea would indeed not work. The second two could still be plausible, though. Sneaky assassins wouldn't mind having a river between them and where they do business, I imagine.

Of course, in absence of any sensible unique idea, this place could always just be another goddamn Necromancer's lair :D

To be honest, I really don't like the idea of a diplomat living in a tower across the river from Old Ebonheart just because they're too stuck-up to live in the city proper. It's mighty impractical and none of the Houses would send someone who hates the Imperials too much to go to their town, unless frustrating diplomacy is their goal and if that's what they want, they might as well not send any diplomats at all.

Besides, do we really want such diplomacy in Old Ebonheart? I'd rather not see any council with representatives from Houses. The city should be as Imperial as possible, in contrast to everything else in the province.

edit: In response to the Morag Tong guildhall to service Old Ebonheart, the MT accept business pertaining Dunmer only so the location isn't that interesting to them. I'd rather hold off on making a MT headquarters or any important MT locations until we actually have a plan for the faction.

How about just an abandoned tower inhabited by rats?

Could be a lot less messy. It is too close to the small village in the next cell to be a necromancers lair or anything else of such style, especially since it is visible from Vivec.

Maybe move the small family from Sailen to here instead, since I quite liked that concept. Next time I have important NPC notes, I will probably have to go around posting links to the notes myself in the NPC threads, since some NPCers do not do the research themselves. :P

Anyway, can this be the home of some exiled Telvanni, who has no interest in house wars and the like and as such does not concern himself with the fact that he is basically living in a Hlaalu fishing village?

Wow, I'm quite impressed by that underground complex Andres. Personally I feel that looks way to good to not include in the final release! Andres, do you still have the original version of this that used to take the screenshots you posted earlier?

As for how to justify having such an elaborate underground settlement, I have a suggestion for that.

This could be a large settlement of religious fundamentalist Dunmer, who have renounced the Tribunal faith, and reverted back to ancestor and Daedra worship, much like the Ashlanders. These people have fled underground out of belief that the Deadra will punish the dunmer for losing their faith by causing Red Mountain to erupt, destroying the surface of Morrowind. This underground 'city/settlement' would basically be their "Ark" or whatever that will supposedly save them.

With all the religious turmoil and crap going on in Morrowind at this time, I see no reason not to have a sect of apocalypse fearing dissenters fleeing underground in an almost Fallout style vault type complex.

Anyone else think this idea is at all worth pursuing?

No, sorry, no more underground complexes. At least, not here. It's probably debatable elsewhere.

Claiming,
How big should this be and what should be inside (exiled telvanni, abandoned complex used by bandits or whatever)?
And that other claim is almost complete, all I need is to know what to do with books.

I would like it to be tomb with collapsed floor into a cave. Cave can probably contain some old ruin of something (maybe something like dunmer stronghold/velothi style)
Completed Morrowind Interiors: 47
The trice sealed house withstands the storm.

Are velothi towers known to have tombs? I do not remember any towered tombs.
