all the npc in morrowind mainland and duplicated
ok i just downloaded the update for sacred east version 1.1 from the morrowind nexus and after i replaced the old sacred east files from version 1.0 with the new one and then loaded my saved game all the NPC's duplicated is their any way to fix this without having to start a new game?
Be sure to have MCP installed
From Mash:
make (as usual) a backup of your best-working save,
then try the "Repair All" option, sometimes it helps
From game console:
when you see a duplicated NPC, open the game console, click the NPCs, take note of the older one with the lowest ID number on console window header (e.g. if you see Fargoth00000000, Fargoth00000001, the best one to nuke is the older Fargoth00000000), click him so its ID is displayed in game console header,
type in game console:
disable
, press Enter key, type:
setdelete 1
, press Enter key
exit game console, save game. From now on, (that one) duplicate should be gone. Iterate for each doubled NPC.

Are you sure that no older version of TR is secretly running? Have you deleted TR_map1.esm and TR_map2.esm (provided you ever had these files)?

no because wyou guys first released map 3 i completely removed the old esms and esps from my game and deleted them from my computer and then installed the new esms and esps into the game and then started a new game. But the after the update was released I replaced the old esms and esps with the updated ones and then I loaded my saved game and every NCP in the mainland was duplicated. and i really do not want to start a new game just because of an update.
If you started with only 1.0 files, and replaced all 1.0 files with 1.1 files, then you shouldn't have NPC doubling errors, because we do that all the time internally, and we don't have that error. I would recommend that you do a Google search for "Wrye Mash" and download that. Then run it, load a copy of your save game file, and choose the "Repair All" option that arvisrend selected. If the problem of NPC doubling persists, then it stands to reason that the problem is being caused by another mod.

Don't be scared of using Wrye Mash - in fact if you use mods, familiarise yourself with it as soon as possible, because it can save you some headaches. Follow the instructions to install it, then run it.
When you run it, you will see some tabs along the top, click on the 'Saves' tab and you will see all your saved games in the main window. Right click on the most recent save (which is at the top) and select "Repair All" from the pop-up menu. This should remove duplicated references from your current saved game.
You need to do this every time you add a new mod to a currently running game, or change your mod load order, in order to avoid doubling/duplicates and potential save game corruption. Wrye Mash is a must-have tool if you are using mods.

I'd try Yacoby's Mash stand-alone version with Python runtime included, it should be simpler to install and run.
Also, whenever you have a problem with mods, people can often help more if you can provide your mods list in loading order. If you manage to run Mash, a easy way to do this is:
from Mash, go to the Saves tab, click the saved game, right click the File header in the right column, Copy list, paste it to your forum post.

Copy/extract both archived folders
Data Files
Mopy
(and their content)
into your
Morrowind folder (you must be able to extract keeping folder structure)
The executable file is Mopy\Mash.exe
The all-important Mash help/documentation is accessible from the (?) icon on Mash bottom bar or directly from the Mopy\Wrye Mash.html file.
Also, I suggest you try learning basic Morrowind folders structure if you are going to use mods, it is still useful even when using tools like Mash.
Official Bethesda's forums probably are also a good place where to look for help on mods management or things not strictly related to Tamriel Rebuilt.
