The entrance tower, the barracks and the eastern gate towers are mostly done. Working on the prison now.
The entrance tower contains all the services a traveller may need: a small IC shrine, a small tavern to have a drink or a warm meal, an apothecary, a low-level weapon trader and a savant. Here, you'll also find two small offices (separated cells) for the Census and Excise agency and the East Empire Company.

Thanks. Well, it was even bigger when I got my hands on it. Cells that are 4x4 and 5x4 now, were 6x6 and 8x6 respectively. But then I added cells like the two offices, so I made it bigger tooWhy wrote:Holy hell, this thing is getting huge. Impressive, too.
Actually that is a concern, because it will be hard to navigate this big interior with only one proper entrance (unless the player levitates to the towers). While it makes sense from practical point of view because this is a defensive fort, from the gameplay point of view it might be frustrating for players. So I'd highly recommend adding another door to the exterior of the fort, leading to the south tower.
This one is finished.
As discussed, most of the fort is military focused. It has a big prison with a storage room for seized contraband, two barrack areas, an armory and a training area, a kitchen and a mess hall.
There's also a small library, an infirmary, a guest room for important people (currently housing some scholar or noble businessman interested in Morrowind's geological riches), a strategy room and the commander quarters.
The watch tower is accessed through a cave that is also a natural water reservoir. The cave had been used for centuries before the fort was built as a common stopping point for people crossing the border to either side. Most of it was destroyed or made inaccessible when the fort was built, but the imperials kept the important part, providing the fort with easy access to a big supply of fresh water.
The Northern Tower is the main entrance to the fort and the only place most civilians are allowed in. Here are various services like an Imperial Cult altar, a small tavern and some merchants. There's also small offices for the East Empire Company and the Census and Excise (separated cells).
About the exterior:

2) Like I said before, I think adding a door linking the exterior to the southern tower might be a good idea to make this big interior easier to navigate.
