Imperial presence in Telvanni areas
Kevaar has drawn my attention to an interesting thing. "And since for political reasons House Telvanni has chosen to reduce its reliance on Redoran mercenaries for protection and security, it has been forced to turn to Western mercenaries for guards and agents." [The Affairs of Wizards]
Hence, we see that House Telvanni has been employing imperials for various purposes, in favor of Redoran!
The same book also states that Telvanni is supposedly open to all races, though the measure that they "hold to" this is questionable. Hence, while it is rare, it would not be completely unknown to find a few promising outlanders in positions of moderate power.
In Telvanni lands, the presence of imperial forts serve to "remind" the Telvanni of the present condition of Morrowind. The Telvanni could do little against the forts, since to try to destroy them risks a war that the Telvanni have no hope of winning. The empire would fortify Telvanni areas all the more since Telvanni is probably the most likely house to try to break from the empire.

The empire is far from weak, though they don't really care about morrowind much beyond artifacts, glass and ebony... However, I'd expect that they'd have a fort near Port Telvannis, since it's a strategic political location in controlling the reagon.

the empire isnt weak but isnt it growing weaker because of the conflicts in cryodil (spelled right?) and the fact that uriel septim will soon die and he has not yet claimed a heir

In which case, you can also see, by referring to Vvardenfell, that Telvanni is semi-hostile towards the Imperials. I mean, there's only one fort in the Telvanni area, and it's isolated from the city it is close too...
It seems to me as the Telvanni isn't really open towards Imperial influence, but really doesn't care either. So I don't think the Telvanni would invite Imperial forts. It would rather be a fact of the Imperials forcing a couple of forts on them, just to have something to show others that they don't leave the Telvanni alone. So I'd say the Imperials waste minimal resources on the Telvanni, and just build where it's absolutely necessary too. I'd say Firewatch would really cover up the most of their needs in the Telvanni area.

The fastest way to get from north to south morrowind, is going right past telvani islands, I'm sure they know about, but why bother about some egocentric, xenofobic, mages whit a pasion for gardening that has grown out of hand and above all dont have any thing to make profit out.
Besides why invest in military projects if you got the main shipping line of war machine running by? Enhough troopers around I'd say.
Btw who ever mentioned the battle mages, instead of that, why not bring your entire guild of mages whit you, like they did in sadrith mora.

wouldnt that be a bit much to bring the entire guild with them. it would prob. be easier and cheaper just to bring battlemages who are trained for such porpuses (i know it isnt spelled right) than a group of people who are more used to reading books and gathering flowers (i.e., Ajira's quests)

Well a legion needs healers aswell, healing stuf and restore magica are both made from herbs for wich you need alchemist.
and to keep every thing running its just as easy to bring the entire guild a long, because most mages use enchanted weapons, scrolls, transportation aswell and I'm sure most battle mages got more scholar things to do when they arent training.
Also battle mages might be the most power full mage, they still arnt more then a elite swords men, every mage can summon a creature, every mage can trow fireballs, every mage can give him self protection againt magic, only brining battle mages along weakens you on the magical side of the battle because once your battle mages are fighting in hand to hand to combat you've lost all your magic potential. If the enemy kept something in reserve, one fireball can end it all.
Batle mages are also a lot harder to train then normal mages as they require twice as much training, so economicly its also a pro to bring other mage's along.

Prowler, the book you refer to about swift swim, I think is the 2920 series where an earlier empire used water breathing or water walking (I forget exactly which one) to move its army to attack one of the two Dunmer forts on Lake Coronati. Lake Coronati is no where near the Telvanni...
Anyway, most Telvanni towns would not have an significant Imperial presence. The Sadrith Mora situation is probably the norm, with a near-but-isolated Imperial fort for a large or politically important Telvanni location.
I think Port Telvannis should not have an Imperial fort. Let Firewatch continue, and allow Darconis to be a mix (no forts!) and perhaps a couple of small Imperial forts on the eastern mainland coast... but no more...

But it was just an example to show how limiting to one type of magic costs you a tactical advantage.
2. Mmh, who are your replying to? I just said that the imps dont care about port telvanis? Nothing to gain. And the politics is done in sadrith more, but who in port telvanis would care about sadrith mora anyway, pretty much EU-VS relation.
3. I've got my stance on hibryd city's, but I must say this place looks quite neat because the tower and town are two nearly seperate parts unlike ball Oyra. Although I cant imagine any imperial that would like to live next to a telvani mage whitout knowing the armry is around to protect them.
(Just some suggestions you shouldn't mind if you dont like them, its not my project and im not in the core team, move the telvani tower a bit to the north east, add a fork in the river to cover up for its river parts. (This is really easy)
Remove the current keep and the current fort walls, go a bit to the south, creat a hill, place a neat, compact, imperial fort on it and you have created an imperial town in close proxcimty to a telvani tower whit out conflicts as the telvani mages isnt as xenofobic as the others, but still, he and the imperial towns folk want to keep a bit distance between each other.
Its not a lot of work, it makes the lore fit better, nothing is removed and everybody is hopefully happy
But then again its just my opinion)

Actually, it was about Vivec loseing a battle because of imperial alterers casting waterbreathing, so that the whole army could assult the city - by walking across the bottom of the lake (or was it a sea...) - a most unexpected direction, especially since spys had reported to Vivec that they were battlemagesOriginally posted by Prowler

The reason Port Telvannis would have an imperial fort is that it's the center of the Telvanni - The empire would want a fort there so that they would have a small army to rapidly crush the leaders of Telvanni in the case they they rebelled. Chopping off the head kills the snake. Also, the Telvanni don't like the imperials, which (to the eyes of the empire) makes them all the more likely to rebel. I would expect that alongside Almalexia (Head of Indoril) Port Telvannis would be the most likely place in all of Morrowind for an imperial fort.

We will have to decide if the Sadrith Mora counsel hall is just for Vvardenfell or if it is for the whole province. In any case, we can expect imperial presence in whatever town houses the primary counsel chamber. If that town is not Sadrith Mora, then it is almost certainly Port Telvannis. As for the Mage Guild, they now have a good excuse to come over to Morrowind to... study mushrooms... or whatever they do...Originally posted by Prowler

study mushrooms and collect member fine's that is what the mage guild pretty much does if you want a the opion of some one that didnt got much farter then that.
So either, PT is the has main telvani counsil, for what it is worth, and will get a imperial fort whit integrated guilds nearby.
or, PT is a just a big telvani town that hasnt got anything worth bothering for the empire and most imperials wont know it even excists. And it is strictly telvani.

Port Telvannis is meant to be the capital city that mouths are sent to on matters that concern House Telvanni, while the council house in Sadrith Mora deals with only those matters concerning Vvardenfell.
Trudging through the relentless Skyrim snowstorms, the lone Paladin looks on in sorrow as the land of Tamriel evolves without him; his mind occupied with other matters.

and sadrith mora is the council seat for all of morrowind, not just vvardenfell. if you walk around sadrith mora and talk to the npc's you will learn that it is the council seat for morrowind.

As for fort in imperial areas, I think telvani would welcome these forts were their house is vunerable, namely on the border with Indoril, but it would fight any imperial presence closer to home.
All great Telvani lords posses an entorage of impirials... Namely Aryon and The current Archminister of Telvani (dont remember his name). The legion protects these lords from open attacks on them, and in exchange they recevie: NOTHING. Aryon, controls his legion with a firm hand, while Archminister: Ignores them compleatly, heck, it's TELVANI troops that keep peace in Sadith Mora, not Imperials!
