I'd like to try my skills on this one - just three questions:
-which interior set should I use (Mournhold?)
-which size should it be ? (looks like 3x3 segments to me)
-are there typical indoril items that really should be included?

Use Indoril tileset (yes, that's Mournhold)

I think that T2 is actually 4x4, make sure it's the right height, as well.

Read the description to know what to put in the interior. This is a guard tower, and as such should have Great House Indoril armor, weapons, training rooms, an office or two, barracks, and possibly even a rec room, lounge room, or a baths room, for recreational purposes.

I could be wrong, but I think it's 4x4 and atleast 7 floors tall. That's a bit big for a guard tower in a city with atleast 15 guard towers, I suggest you make it something else, though I don't know what.

mhh.... somewhat bigger than I had expected

I thought this was a defensive guard tower and not a small fort... isn't there anything...smaller?

Claiming: 7 floors eh, 4x4. It seems okay. ill put 2 6x6es underground, and 7 4x4s. The first floor below will be a sleeping quarters. Last floor will be a weapons depot. Of course, using OoT and EoT. I'll detail every floor with mh lighting and tapesteries of course. Someone can suggest to me what else to put in sevn floors.

Guard Quarters, Food Stores, Forges...

Anything you would need to guard and maintain that much armor and weaponry.

Okay, Swiftoak, you know the drill. Relevant OoT packages attached. Without further ado, Granted and happy modding!
Recommeded OoT packages:
http://tamriel-rebuilt.org/files/oot/TR_EoT_datafiles.rar (7.6 MB)
http://tamriel-rebuilt.org/files/oot/TR_EoT.esm (112.6 KB)

Created bottom Floors.

Decided on the Floor Splitting. In order from top to bottom.

Watch room.
Training Area
Smith (seller only+his bed)
Smith (the one who actually makes the weapons+bed for smith)
Forgery (room with furnace+bed for forger)
Storage Room
Ground Floor (jail records, etc)
--GROUND--
Jail
Barracks (six rooms)

Does this layout seem logical? Seven 4x4s above ground and 2 floors 6x6 below ground.

Well it doesnt necesarily need a jail does it. It is indeed right next to a proper fort. I personally would go for this:

Watch Room
Bonemold Storage
Barracks 2
Common Room
Barracks 1
Iron/Steel Storage
Entrance hall, guards around here
--------------Ground
Forges, below ground since they are rather heavy
Storage of raw materials and food

No no, you got it all wrong, i was asking whether that matched the exterior. my bad.

EDIT: Oh, and Sload, you're right. It is 4x7 and 7 stories, not four. I actually took the interior pieces and copied them into the exterior and it matched perfectly. The entrance is actually on the third floor, meaning the bottom two above ground could be storage.

Well just remember not to have the forges half way up the building. I don't know about you but I would feel pretty uncomfortable having my bunk under a huge slab of stone with raging fires under it.

WIP file uploaded. The potion p_heroism_s is used only once in vanilla, during the pilgrimage quest to find St. Rilms' shoes, but there's no mention of that potion being special or unique. It is a potion of "heroism", which I think could be fitting for the inhabitant, who could be a faithful Temple servant and hard worker, but suffers from self-confidence issues (hence the potion and the book on General Sandil). Thoughts?

The problem with p_heroism_s is that it's expensive (1456 gold) -- and rightfully so, being the most useful potion ingame. This being a common house, I assume it should be very well-hidden. Maybe the inhabitant has got it from the Temple or House Indoril as a reward for something extraordinary?

Hmm, if that's the case I can easily replace it with something more common. I hadn't looked at the monetary value.
