This religious text is an attempt to explore the significance of water in Indoril (here a Swimmers' Tong or Fishers' Tong probably based in Almalexia which may or may not actually exist) culture and religion.
The part that is in all caps would be in Daedric script and might appear somewhat disconnected from the rest of the text if you don't bother to read the first letter of every word in reverse order. It is intended more for those initiated in the tong, but describes somewhat of an open secret anyway.
The Quenching of the Fires
Malacath is the ash that blows through the land, choking wanderers, blinding them, and making them forget where their hearth lies.
Mehrunes Dagon is the flame that scorches the forests and fields, rendering the land unlivable.
Molag Bal is the lava that twists the land and swallows its people, tricking them into changing their ways and laws to accommodate it.
Sheogorath is the haze, seeping into the skin, nose, eyes and mind, tricking its victims into seeing false truths.
Sotha Sil is the rain that binds the ash to the soil and quenches the flame and brings comfort.
Almalexia is the river that moistens the land and returns it to its rightful shape and brings fertility.
Vivec is the sea that rises up to swallow invaders and brings safety.

My main questions would be whether the text seems worthwhile and whether the bit in all caps comes off as stilted or unnatural in a bad way.
I consider the text done, though I could pad it out if it seems too short. It's not supposed to be much more than a pamphlet anyway.

Interesting that the Indoril would associate lava, ash and fire with the four corners of trouble instead of Red Mountain and Dagoth Ur.
My personal opinion is that if a player like me doesn't quite understand how the first and second part link together, it would help to make things a little straight-forward and simple.
I like both parts, though.

Can't comment on the lore, but the ciphertext does look a hell lot like ciphertext. What do you mean by "teaches laws to lie"? Also, is "makes water to burn" a correct archaism?
@DestyinedtoDie: I figure that, to the Indoril, Dagoth Ur is an even more distant threat than ash and fire. To the tong in question he may not play a large role at all. To them Red Mountain is a large rock on the horizon. Ash and fire, however, they have experienced, even if only in distant memory. (There may of course be patches of Ashland remaining around Alt Orethan). To them, in their current state of seeming prosperity, fire and ash are adversities they had to conquer to get to where they are, like the bad Daedra.
I'm fine with the second part being rather more obscure and inaccessible than the first. After all, it would be in Daedric script, which would in and of itself probably make it intimidating to many players. It's really just there for those who want to dig deeper, and for those who want to dig deeper I figure a bit of a challenge is a good thing.

In terms of water, that quality is represented by steam: although it's water, it doesn't have the benevolent qualities of water, but instead burns like fire.
