Can you join the Mainland Imperial Legion?

Hi I just have a simple question.

Can you join the Mainland Imperial Legion in Tamriel Rebuilt? (Maps 1, 2 and 3, latest version (1.5)) I have tried it with several high-ranking Mainland Imperial Legion members on the mainland, but it doesn't seem to be possible.
